Job description

The Plant Management Human Performance Improvement Coach is responsible for assisting the Waste Treatment Completion Company (WTCC) staff and management assigned to the Plant Management organization have a solid understanding of Human Performance Improvement (HPI), Conduct of Operations Integrated Safety Management System (ISMS), and that they have the tools (training, briefings, and coaching) to apply these programs to their daily activities in a safe, consistent, and effective manner. This position will assist in supporting HPI Training development, teaching, metric and KPI development and measurement, and related activities within the organization. This position shall be performed under the day-to-day direction, control, and supervision of WTCC MAJOR RESPONSIBILITIES/DUTIES/TASKS Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment. Assist with implementation of HPI related processes and initiatives needed to support sustained operations. Assist in the development and teach HPI tools and concepts training as needed to support plant operations. Participate in HPI and Conduct of operations workshops as assigned. Support Plant Management with HPI related issues. Assist Plant Management and staff in the analysis of human performance events/errors. Assist Plant Management by gathering data for systems, reporting problems and recommending solutions. Assist in developing and monitoring Conduct of Operations and HPI key performance indicators. Perform in a hands-on-approach a coaching role with individuals directly responsible for the management, supervision, and execution of field work activities to ensure disciplined Conduct of Operations and HPI tool usage. Participate in assessments required to achieve readiness, and lead efforts to achieve and demonstrate readiness during the Management Self-Assessment, Contractor Operational Readiness Review (ORR) and DOE ORR. Be capable of performing Senior Supervisory Watch (SSW) of high-risk work and first-time evolutions as required. Perform HPI related bench marking at other DOE sites and HPI related conferences. This job description is not intended to include every duty, task or instruction for which an employee is responsible. Other tasks may be assigned, based on business needs and the department supervisors request. This position reports to the Operations Support Supervisor. SUPERVISORY RESPONSIBILITIES NA Education: High School Diploma or GED. Associate degree in engineering or science or equivalent education desired. Associate degree in engineering or science may be substituted for two years of experience. Bachelor's Degree in related field may be substituted for four years of experience. Eight (8) years' experience in maintenance, operations, startup, and or commissioning nuclear, high hazard waste treatment, and/or commercial nuclear facilities. Has a minimum of three (3) years' of experience in HPI training, program development, apparent/root cause analysis, or other HPI related processes. The preferred candidate has working knowledge and experience implementing the following Orders: 422.1 Conduct of Operations 425.1D Verification of Readiness to Start Up or Restart Nuclear Facilities 426.2 Personnel Selection, Training, Qualifications, and Certification Requirements for Nuclear Facilities 232.1 Occurrence Reporting and Processing of Operations Information 433.1 Conduct of Maintenance A working knowledge and operation of remote/field/control room systems such as mechanical systems, pumps and fluid systems, electrical systems, cranes and hoists, process jumpers, remote waste handling equipment, power manipulators, and instrumentations, lifting hardware, etc. and associated inspection requirements desired. Experience with HPI training development, teaching and integration and reinforcement of HPI tools and concepts is desired. PHYSICAL REQUIREMENTS (PFM-HAO) Plant-Facility Management - Hazardous Activity Observer Primary Classification Essential Elements: Performs deskwork, including reading, writing, computer work processes, and telephone operations. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts. May require long periods of sitting and/or standing. Oversees field activities outside of posted/barricaded hazardous/contaminated areas (e.g., at barricade boundary) through inspections, observations, coaching, which require walking, climbing, descending, crouching, standing, bending, twisting, and turning along with wearing personnel protective equipment while carrying an assortment of small items (e.g. flashlight, procedures, tablet, or notebook, etc.) Occasional lifting or transport of items to from desk and printing stations Secondary Job Classification Essential Functions: Oversee field activities inside and outside posted/barricaded hazardous/contaminated areas e.g., radiological, chemical, etc. through inspections, observations, coaching, which require walking, climbing, descending, crouching, standing, bending, twisting, and turning along with wearing personnel protective equipment while carrying an assortment of small items (e.g. flashlight, procedures, tablet, or notebook, etc.) This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. Must be able to work in the United States without Sponsorship Must be able to obtain a Department of Energy (DOE) badge for access to the Hanford site. COMPENSATION & BENEFITS HIRING SALARY RANGE: $112,835.92 - $178,251.96 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
