Job description

Duties The Privacy Officer is located in Civil Rights & Liberties, Ombudsman and Traveler Engagement (CRL/OTE), within the Transportation Security Administration (TSA), U.S. Department of Homeland Security (DHS) and reports to the Assistant Administrator (AA) for CRL/OTE or his/her designee. The Privacy Officer also reports to the TSA Administrator on all matters relative to policy and administratively to the AA CRL/OTE. The Privacy Officer oversees timely responses on all matters pertaining to the Privacy Act (PA) program, the Freedom of Information Act (FOIA), and related areas of broad interest; functions as an authority and serves as the Agency's principal advisor and point-of-contact with other Federal, State and local agencies and private organizations on PA, FOIA, transparency, and disclosure matters; protects individuals by embedding and enforcing privacy protections and transparency in all TSA activities; and ensures legal, accurate, and timely responses to public requests under the Acts to meet the goals and requirements for a citizen-centered and results-oriented FOIA/PA program. Duties include: Ensuring that TSA complies with all privacy laws and regulations. Formulating, developing and implementing initiatives which include overseeing the collection, use, and dissemination of personal information; coordinating with Information Technology on technological and administrative measures for the security of TSA data systems, processes, and facilities; communicating official TSA policies on privacy issues; ensuring that the use of technology sustains, and does not erode, privacy protection relating to the use, collection and disclosure of personal information; monitoring compliance with Federal privacy laws and regulations; implementing remedial and preventive actions; ensuring that Privacy Act systems of records, other notices, and Privacy Impact Assessments are accomplished; and assuring that TSA's privacy program reflects compliance, oversight, training and public accountability. Serving as the main point of contact for the DHS Chief Privacy Officer and is frequently called upon by TSA, DHS, and others. Speaking at a variety of external engagements, including professional conferences and privacy advocate forums and seminars. Representing TSA in meetings and conferences with Congressional staff and Members and testifies before the Congress as an expert in highly complex Privacy matters. Maintaining liaison and effectively communicates major privacy initiatives with a variety of internal and external constituents, including the media, industry stakeholders, various offices within DHS, and other Federal agencies on broad policy issues relating to individual privacy. Providing executive-level leadership to subordinate staff on policy development, administrative regulations, and implementing all programmatic matters related to the PA and FOIA. Formulating and implementing TSA policy as it relates to the PA, the FOIA, transparency, and disclosure matters, and is responsible for ensuring good faith implementation of the PA and the FOIA, and is the principal TSA official with authority to grant or deny requests and the disclosure of information submitted pursuant to the PA and the FOIA. Requirements Conditions of Employment You must possess U.S. Citizenship. You must complete a favorable Tier 5 Background Investigation (T5). You must pass Drug Screening, subject to random drug tests. This position requires a TS/SCI (Top Secret/Sensitive Compartmented Information) clearance that must be completed prior to appointment. You will be subject to a 5-year periodic investigation and must be able to obtain and maintain a TS/SCI clearance. Disclosure of your financial information is required. The Transportation Security Administration (TSA) was created in the wake of 9/11 to strengthen the security of the nation's transportation systems while ensuring the freedom of movement for people and commerce. TSA employs a risk-based strategy to secure U.S. transportation systems, with nearly 50,000 Transportation Security Officers, each day at more than 450 airports nationwide. The agency continuously sets the standard for excellence in transportation security through its people, processes, technologies and use of intelligence to drive operations. As a member of the TSES, you may be subject to frequent changes in posts of duty and positions. Qualifications As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed below. We recommend that your resume emphasize your level of responsibilities, the scope and complexity of programs managed, and your program accomplishments, including results of your actions. However, you MUST address all PTQs in your resume. Professional/Technical Qualifications (PTQs): 1. Knowledge of Privacy laws, regulations and polices that govern Federal, State and local programs and operations. 2. Demonstrated experience ensuring that privacy programs reflect compliance, oversight, training and public accountability. 3. Ability to ensure the accomplishment of a Privacy Act program and activities through the establishment and maintenance of liaison contacts with Federal, State and local government officials. Executive Core Qualifications (ECQs): ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. The Privacy Officer position has a Tour of Duty. The length of a duty assignment is generally up to 5 years with a possible extension. The initial tour is normally 36 months, and with agency approval a second tour of duty up to 24 months. Any subsequent tour of duty extension beyond the second tour will be based on the Agency's needs and the projected contribution of the employee.
