Job description

Role Overview:
We are seeking an experienced Systems Engineer to perform as a Technical Delivery Owner (TDO) within the Intelligence Community (IC) environment. This pivotal role involves direct communication with customers and serves as a key point-of-contact for supporting application roadmap design and definition. The TDO is responsible for identifying and mitigating risks, and developing implementation timelines within a tailored SAFe Agile DevSecOps environment. The role involves collaboration with internal systems engineers and scrum masters to ensure customer priorities are effectively planned and executed throughout the implementation lifecycle. Experience with requirements management, portfolio management, Lean Six Sigma, and other optimization methodologies is essential. Black Belt or equivalent certifications are highly desirable. Primary Responsibilities:
Technical Planning and Coordination: Lead technical planning efforts, ensuring alignment between Agile teams and business needs. Oversee verification, validation, and fielding processes.
Systems Analysis: Perform comprehensive systems requirements analysis, functional analysis, timeline analysis, trade studies, requirements allocation, and interface definition.
Risk Management: Evaluate alternatives considering cost, risk, and supportability, and perform analyses for total systems.
Integration and Testing: Coordinate technical activities related to system integration, testing, and quality assurance.
Customer Interaction: Maintain direct communication with customers, acting as a key point-of-contact for application roadmap design and definition.
Continuous Improvement: Utilize Lean Six Sigma and other optimization methodologies to enhance processes and system performance. Basic Qualifications:
Comprehensive Knowledge: Possess and apply extensive knowledge across key tasks and high-impact assignments.
SAFe and Agile Frameworks: In-depth experience operating within SAFe and Agile frameworks.
Technical Leadership: Proven experience planning and leading major technology initiatives.
Performance Evaluation: Demonstrated ability to evaluate performance results and recommend significant changes to drive short-term project growth and success.
Technical Expertise: Extensive experience as a technical expert across multiple project assignments.
Supervisory Skills: Experience supervising and mentoring team members. Education and Experience:
Educational Requirement: Master's degree with 15 years of relevant experience, or Doctorate with 13 years of relevant experience. Security Clearance: Active TS/SCI with polygraph is required.
