Job description

Duties You will manage the process for the adjudication of international agreements between CSL and participating allied submarine forces for the purpose of tactical development exercise execution, analysis, reconstruction, and data exchange. You will study and investigate present and future submarine special operations requirements in order to advance and sustain submarine special operations. You will perform additional duties, as delegated, as Tactical Development Officer for CSL and Allied Submarine Command (ASC). You will generate submarine warfare inputs for national and NATO maritime tactical development discussion forums. You will liaison with CSL clamancy for the collection of national and NATO inputs for the development and dissemination of tactical memoranda (TACMEMOs) and experimental tactics (EXTACs). You will represent Navy Warfare Development Command (NWDC) as a U.S. delegate, providing submarine warfare and submarine interoperability expertise at NATO maritime operations working groups. You will develop short and long-range employment plans, implement program policies and priorities, and manage fleet-wide training operations with foreign diesel-electric submarines. You will oversee the employment of deployed foreign diesel-electric submarines and coordinate scheduling support for major/minor fleet exercises, tactical development events, and research and development interactions. You will be responsible to engage with critical and key allied/partner nation's submarine forces to develop USW engagement plans and oversee the development and execution of Key Military Objectives and Operations, Activities and Investment (OAIs). You will coordinate with appropriate Naval Component Commander for the planning and executing of the annual Submarine Conference of the Americas. You will be responsible to develop and execute concepts in support of foreign Key Leadership Engagements (KLEs) to support the Directorate's annual USW international engagements plans. You will be responsible for planning work to be accomplished and setting/adjusting priorities for subordinate employees. You will be responsible for maintaining high work morale, developing and maintaining a high degree of technical competence. You will be responsible for encouraging the development and acceptance of new training concepts; and identifying skill deficiencies and seeking training for improvement for subordinate employees. You will be responsible to plan and schedule work based on changing priorities and mission requirements. Requirements Conditions of Employment Must be a US Citizen. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Successful completion of a pre-employment drug test (including marijuana) is required. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: SC4B1 Attendance and participation in national and NATO formal courses of instruction and other pertinent national/international instructional and informational forums may be required for this position. Position holds a role in Nuclear Deterrent Mission (NDM) This position requires Basic-level Certification. One year to complete all required basic-level courses. Note that all SCW members require at least basic-level certification. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Experience and expert knowledge of current submarine tactical development exercise analytical and evaluative methods to assess the effectiveness of current national and NATO undersea warfare (USW) tactics, techniques, and procedures. (2) Experience and expert knowledge of submarine tactical development post-analysis processes and products to plan, organize, and direct team study work to generate, accept and implement recommendations to current doctrine. (3) Experience and expert knowledge of current national and NATO Antisubmarine Warfare (ASW) tactics, techniques, and procedures. (4) Experience and expert knowledge of national and allied submarine operations and antisubmarine exercise policies, regulations, and precedents to identify and propose solutions to exercise submarine employment techniques. (5) Experience and expert knowledge of national and allied submarine operations and antisubmarine exercise policies, regulations, and precedents to identify and propose solutions to exercise relaxations and monitoring, and overall event safety. (6) Experience and comprehensive knowledge of national, allied, and partner command structures, missions, programs, and organizational/operational relationships to design and conduct programmed doctrinal directives and fleet training interactions. (7) Must be skilled in effective verbal and written communication techniques in order to produce and participate in national and allied doctrinal working groups, discussion forums, review conferences, and post-analysis reporting. (8) Must be skilled in analytical methods and practices to assess overall anti-diesel submarine fleet training program effectiveness.
