Job description

Duties As a Budget Analyst at the NH-0560-3 broadband level some of your typical work assignments may include: Research laws, policies, regulations and reference material analysis information, selects appropriate approach and recommends corrective action for program efficiencies. Work with program office and other stakeholders to ensure compliant execution of Agency funding. Apply data analysis techniques to identify efficiencies and improvements in Agency financial operations. Leverage knowledge of financial databases and related acquisition, property, and other business systems to improve operations, reporting, and traceability of business transactions. Incumbent must obtain mandatory Back to Basics (B2B) certification within 60 months of entry into position. Incumbent must acquire 80 Continuous Learning Points every 24 months. This is a Financial Management Level II Certified position. Incumbent shall comply with the requirements of this certification program. Qualifications You may qualify at the NH-03 if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service in TWO of the following: Applying the DoD Planning, Programming, Budgeting and Execution (PPBE), fiscal law, policies, regulations, principles, standards and procedures to financial management activities to examine, verify, validate, and reconcile fiscal accounts in financial systems. Identifying, analyzing, and resolving financial management issues by determining alternate solutions to problems and recommending solutions to leadership to include interpreting financial execution data and resolving variances. Utilizing a variety of office automation software (word processing, presentation, spreadsheet, graphics, databases) and financial systems to support financial management activities and execute funding documents. Developing, preparing, assembling, and communicating charts, financial management reports, briefs, narratives, and monthly key success metrics. Examining, verifying, validating, and reconciling fiscal accounts in financial systems. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
