Job description

Overview: This position supports the Training Resource Management Division (TRM), Foreign Affairs Security Training Center (FASTC), Training Directorate (T), Bureau of Diplomatic Security (DS), U.S. Department of State (DOS). FASTC provides protection and security training for Diplomatic Security and the Foreign Affairs community personnel in support of U.S. national security interests abroad. The incumbent serves as a TRM Unit Security Officer (USO), responsible for working with the Bureau Security Officer (BSO) to develop and implement security procedures within the Division. Primary Responsibilities: Drafting specific standard operation procedures (SOP) for securing information, equipment, and space for FASTC. Review security procedures on a regular basis and update as necessary.
End of day closing procedures: Determines, develops, implements, and oversees daily closing procedures that incorporate the best method for inspecting the office space at the end of each business day to ensure classified information, equipment, and space has been secured in compliance with all Department of State rules and regulations. Develop a checklist for use by personnel during end-of-day inspection.
Escorting un-cleared personnel in controlled space: Determine, establish, implement, and oversee a program that incorporates the best method for escorting un-cleared personnel in controlled space, for both sporadic visitors such as guest instructors and those that are in the space on a routine basis such as cleaning staff; and inform FASTC personnel about the method and as necessary provide training for the escort procedures.
Briefing new employees on FASTC-wide security procedures: Provide FASTC-wide briefings and training on security procedures, as necessary, to familiarize FASTC staff about them and the FASTC management's expectations for their involvement in implementing them. Conduct security briefings for all newly assigned or employed personnel (direct hire, PSC, TPS, SME) that arrive at FASTC.
Changing locks and combinations to safes and doors at FASTC: Determine the best schedule for changing lock combinations. Establish and implement change lock/combination procedures. The USO will be trained in how to change lock combinations for safes and doors and must participate in refresher training as required.
Handling security violations: The USO will oversee the reporting of security violations and provide support to the BSO, as requested, when security violations occur. The USO will be advised of proper procedures as determined by the BSO in a case by case basis.
Must be knowledgeable on requirements dealing with the classification of documents and handling classified information.
Review FASTC security procedures on a regular basis and update as necessary.
Coordinate and liaise with TRM management, FASTC supervisors, senior staff, and the BSO to identify and ascertain duties, functions, and knowledges required for successfully performance of USO duties.
Performs technical, administrative, or professional work involved in securing classified
information, equipment, and space.
Coordinate and perform a variety of administrative activities in support of TRM USO duties.
Supervisory Responsibilities: None. Education and/or Experience: Combination of college level education and experience that is equivalent to five (5+) years of experience related to carrying out security responsibilities.

Must be able to develop solid understanding of Department of State rules, regulations, and procedure related to securing information, equipment, and space and safeguarding classified information in secure and non-secure environments.
Maintains professional competence and specialized knowledge base by keeping abreast of emerging security themes and best practices.
Department of State experience and familiarity of the FAM/FAH preferred.
Skills sufficient to research, design, plan, organize, coordinate, and evaluate a fully developed security program and advise upper management on courses of action affecting FASTC unit security operations.
Proficiency in the use of Microsoft Office applications (Word, PowerPoint, SharePoint, Excel and Outlook).
Certificates, Licenses, Registrations: None. Security Clearance: Must be a U.S. citizen;
Possess or be able to obtain a TOP SECRET security clearance.
Physical Demands: The physical demands that will be required inside the work place and for the position. Must lift, will sit, answer the phone, type on a keyboard, move files, etc. Travel: None. Work Environment: Office environment.
