General Description
Performs highly advanced (senior-level) work administering the daily operations and activities of the Texas Water Development Board's Operations and Administration Office. Work involves assisting the Deputy Executive Administrator in establishing goals and objectives. Develops guidelines, procedures, policies, and rules. Develops schedules, priorities, and standards for achieving established goals. Coordinates and evaluates office staff. Develops, and evaluates budget requests, and monitors budget expenditures. Plans, assigns, and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Reports to the Deputy Executive Administrator (DEA) of the Operations and Administration (O&A) Office.
Essential Job Functions
Serves as the Assistant Deputy Executive Administrator (ADEA) of the O&A Office, providing effective leadership and management to the O&A Office.
Participates in strategic planning efforts for the office and agency overall.
Develops, modifies, documents and distributes policies and programs for Human Resources, Support Services, and Information Technology business areas.
Develops and reviews guidelines, procedures and rules and establishes priorities, standards, and measures for meeting goals.
Examines, improves and streamlines business processes for efficiencies.
Defines performance indicators for monitoring progress.
Oversees agency risk management programs.
Assists in the coordination and direction of agency-wide initiatives.
Provides briefings to Executive leadership, governing board, the public, members of the Legislature and other customers as necessary.
Works with other agency leaders and staff to jointly ensure ongoing productivity, process improvement, and positive culture of the Texas Water Development Board.
Provides effective leadership and management of the O&A Office.
Manages project activities within the O&A Office, providing technical direction and guidance.
Monitors and reports office work activities.
Authorizes hiring, separations, disciplinary actions and employee performance rewards for direct reports.
Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.
Evaluates O&A Office performance, makes recommends and leads improvements.
Supports O&A Office administrative requirements related to organization, budget and personnel.
Ensures the provision of quality customer service from the office to both internal and external stakeholders.
Manages the performance of direct reports, to include timely completion of plans and appraisals and follow-through on disciplinary actions as needed.
Maintains confidential and sensitive information.
Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency's records retention procedures and schedule.
Maintains required certifications and licenses and meets the continuing education needs and requirements of the position including, attending mandatory training courses.
May be required to operate a state or personal vehicle for business purposes.
Performs other duties as assigned.
