Job description

Duties Collaborates with the AASF Commander, AASF staff, and supported unit commanders to plan, develop, and implement long and short term plans to effectively use aircraft and flying hours, and to accomplish vital training and operational missions. Assesses the impact of changes in or to the flying program, and coordinates with operations to ensure that these changes do not exceed AASF logistical capabilities. Develops action plans, internal policies, and procedures to assure timely, effective, and complete maintenance support for mission requirements. Oversees the preparation and execution of budgets for man-days and funds to resource AASF logistics requirements. Through subordinate supervisors, directs staff and production functions related to aircraft maintenance, production support, material services, ground support, and facility services. Establishes goals and objectives for the accomplishment of current and projected workloads. Manages a resource protection program, which includes physical security, information security, and industrial and occupational safety and health. Performs Maintenance Test Flights to determine airworthiness of aircraft supported by AASF. Establishes work performance standards for supervisors and key personnel, and coordinates annual performance evaluations. Initiates disciplinary actions, promotion actions, and step increases. Approves sick leave and annual leave for key personnel, and approves the overall leave schedule for the organization. Counsels subordinates, explains maintenance and personnel policies, hears grievances, and resolves work problems. Oversees automated information systems' operations, systems support, and unit administration, such as Unit Level Logistics System Aviation (ULLS-A). Performs other duties as assigned. Requirements Conditions of Employment Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission. Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position. Must be able to obtain and maintain the appropriate security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an Excepted Service position that require membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement. Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - Warrant Officer: CW5 (W-5) Warrant Officer - Branch 15, MOS 151A, 152, 153, 153A0 GENERAL EXPERIENCE : Must possess experience, education or training involving judgment and/or analytical ability in the logistics field; and experience using computer and automation systems. GS-13 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience managing, planning, organizing, and directing an aviation facility logistics operation in support of aviation unit training and flight operations; performing long-term planning and organizational development necessary to accomplish logistics management functions in support of programs essential to daily operations, training, and readiness missions; developing policies, preparing budgets, and prioritizing requirements to meet mission goals and objectives; and in coordination with facility commander, flight operations, safety and quality assurance provides logistical support in planning, scheduling, and implementing a comprehensive flight program. Education This job does not have a qualification requirement that allows substitution of education for specialized experience.
