Job description

Duties Serves as the BDE Sexual Assault Prevention and Response Coordinator (SARC) to comply with Department of Defense (DOD) and National Guard Bureau (NGB) requirements. Serves as the BDE CDR's consultant and coordinator for sexual assault secondary prevention activities involving the institutionalization of respect and the Air/Army core values throughout the spectrum of human relations activities. Executes budget geared to the BDE population and organization to address sexual assault prevention and response. Constructs and/or adjusts the BDE plans, milestones, and evaluation measures (including metrics) to garner success in meeting goals and objectives. Guarantees victim advocates are credentialed via DOD Sexual Assault Advocate Certification Program (D-SAACP). Confirms full time VAs and Battalion collateral duty VAs are knowledgeable in DOD and NGB SAPR policies, understand unauthorized disclosures of confidential communication, and requirement for sensitivity and protection of victim privacy. Assesses the BDE need for the creation and/or modification of processes, procedures, contacts, and training necessary to carry out the program and meet DOD and NGB objectives. Consults on and coordinates activities in other areas of human relation needing secondary prevention efforts. Delivers and communicates training, policy updates, and program changes for first responders. Builds and maintains a BDE response and victim support system which addresses a wide variety of issues and problems. Interacts with Equal Opportunity personnel and/or State Equal Employment Manager (SEEM) to address unlawful discrimination and sexual harassment. Establish contacts and relationships that directly affect victim care. Coordination of victim care will be accomplished with State SAPR PM to provide a comprehensive response to victim needs. Ensures that victims are treated in a dignified, respectful, and considerate manner by all assisting personnel. Maintains up-to-date subject information and references to the various assistance organizations and publishes additional resources to BDE personnel. May serve as an alternate co-chair as requested. Performs other duties as assigned. Requirements Conditions of Employment Must be able to obtain and maintain a Secret security clearance. Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements. United States Citizenship is required. Federal employment suitability as determined by a background investigation. Males born after 31 December 1959 must be registered for Selective Service. Participation in direct deposit is mandatory. Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible. Qualifications GS-12 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience at the GS-11 grade level that provided the ability to analyze problems, identify significant factors, gather pertinent data and recognizing solutions; prepare reports, plans, policies and various correspondence; evaluate objectives and develop plans to facilitate the availability and effective utilization of various social science resources and knowledge of the organization and its mission and utilized the organizational staff procedures. This specialized experience must also include the ability to apply analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions and experience in managing the function of the work to be performed and experience which includes leading, directing and assigning work of personnel. In order to obtain the D-SAACP, you must not possess any of the automatic disqualifying conditions per DoDI 6495.03 (Section 3.2a. 1-7). Education Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines appropriate to the position. (Include legible copies of transcripts showing awarded degree with application.) OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field (e.g. counseling, psychology, etc.). The quality of the combination of education and experience must be sufficient to demonstrate the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. OR Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Applicants may meet minimum qualification requirements through experience equivalent to a 4-year degree. When education is required, you must submit copies of college transcripts with the application packet.
