Job description

Duties Serves as a senior Human Resources (HR) Benefits Specialist in the Human Resource Office (HRO). Independently resolves difficult issues/problems requiring consideration of the total human resource management program. Provides technical services on assigned portions of position management, classification, staffing, and human resource development programs. Provides the full range of technical support regarding management-employee relations. Ensures program goals are in compliance with NGB, DA, DAF, DoD, OPM and other governing legislation or agencies. Advises and counsels individual employees on all aspects of retirement benefits and coverage under CSRS and FERS. Advises on creditable service and retirement eligibility, and estimates annuities using the Army Benefits Center-Civilian (ABC-C) approved calculator. Advises on continuing enrollment in Federal life and health insurance programs in retirement, and death-survivor benefits. Assists employees in completing retirement applications ensuring all documentation is accurate and submitted within required deadlines. Serves as liaison with ABC-C to assist employees with their retirement applications. Administers the Federal Employees Group Life Insurance (FEGLI) and Federal Employees Health Benefits (FEHB) programs. Distributes health benefits brochures and enrollment forms to employees and managers. Counsels and advises employees regarding the immediate and long-term advantages of participating in the Thrift Savings Plan (TSP) Advises survivors of deceased employee on their benefits and procedural requirements to include assisting with the preparation of required forms. Administers the Voluntary Leave Transfer Program. Reviews, analyzes, and interprets injury compensation standards established by Congress and the Department of Labor (DOL). Uses non-standard operating practices or highly modified HR work procedures for delivering effective HR services to Army and Air National Guard customers Exercises an expert level of knowledge and skill in applying the full range of HR methods Performs other duties as assigned. Requirements Conditions of Employment Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position. The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible. Indefinite employment can be terminated with a 30 day notice. If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status. If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status. If selected individual is not currently on-board with the Missouri Army National Guard, that individual will be Indefinite. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement. Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission. Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - Officer: Maj (O-4) Enlisted: CCM (E-9) Minimum Military Grade - Officer: 1st Lt (O-2) Enlisted: SMSgt (E-8) Officer - AFSC 38FX Enlisted - AFSC 3F000, 3F0X1, 3F2X1, 3F3X1 or 3F4X1 GENERAL EXPERIENCE :Must possess experiences gained through civilian and/or military technical training schools within the human resources business programs; validated understanding of the basic principles and concepts of the occupational series and grade that includes skill in collecting and analyzing data effectively, efficiently and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and skill in applying procedures and directives by reading and interpreting program material. GS-12 SPECIALIZED EXPERIENCE : Must possess at least one year of specialized experience equivalent to at least the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector that indicates a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; knowledge of organization structure and performance improvement; analytical and problem solving abilities; experience working with personnel deployments and writing various readiness status reports; and experience presenting military or civilian briefings for senior leadership, conferences and workshops or special committee reporting. This specialized experience must also include the ability to analyze human resources personnel system reports; ability to direct awards and recognition, evaluations and performance management; experience managing or conducting reenlistments, assignment or reassignment actions and retirement options; experience in career counseling and overseeing performance evaluations; and ability to support combatant commanders from peacetime through mobilization, contingency operations and demobilizations; and experience conducting performance management and productivity programs. In addition to the above, must possess 12 months of career broadening human resources program experience in leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigning work requirements. Must possess experiences that included training and guiding employees on human resources military or civilian programs tasks; effectively and efficiently plan and schedule; lead people and human resources personnel activities that included directing and assigning tasks and projects; and structure assignments to create viable procedures that resulted in measured and improved task processes. Customer service and empathy skills are desired. Education Officer Education Requirement: An undergraduate degree from an accredited college or university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. Enlisted Education Requirement: Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum. When education is required, you must submit copies of college transcripts with the application packet.
