Job description
Duties Establishes and operates the customer service center. Plans for and ensures proper marking of equipment and hazardous/sensitive materials. Supervises assigned staff so as to assign, direct, and review work of subordinates. Establishes and maintains facility and construction folders to include records of all significant maintenance and improvements that have and have not been capitalized. Manages Civil Engineering equipment/material accounts through a sophisticated Integrated Engineering Management computer system. Performs other duties as assigned. Receives and reviews all work requests (oral and written) for validity, accuracy, and feasibility. Functions as the office of primary responsibility (OPR) for implementing procedures required in the management and operation of CES unique work control systems. Estimates requirements for materiel, man-hours, and equipment time. Develops and monitors Wing/units work order priority program. Coordinates with engineering/design to obtain blue prints, specifications, and related data concerning projects. Coordinates with Material/Deployment Manager on assignment and utilization of all vehicles and equipment assigned to CES for the purpose of supporting scheduled work. Conducts reviews of work processes, worlkflow, and space utilization, and determines improvements that are appropriate. Serves as the focal point for automated work control and supply programs within CES or throughout the installation. Maintains automated reports depicting status of Civil Engineering work and supplies. Ensures processing of material documentation produced by computer systems IAW applicable regulations. Ensures fiscal responsibility by establishing job/work orders under the correct organizational funding codes. Requirements Conditions of Employment An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. Must be able to obtain and maintain the appropriate security clearance of the position. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission. Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position. The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible. Title 32 National Guard employees whose application for this position would result in a change to lower grade will be entitled to pay retention. Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - MSgt (E-7) Minimum Military Grade - SSgt (E-5) Enlisted - AFSC 3E6X1 or 3E6X0 GENERAL EXPERIENCE : Experience, education or training which indicates you can reason in quantitative terms, can express yourself orally and in writing, and understand the terminology and data pertaining to the repair operations and processes characteristic of a production activity GS-09 SPECIALIZED EXPERIENCE : Must possess24 months Do you possess at least 24 months experience, education, or training that provided the ability to coordinate products or materials from support activities; experience preparing job or work orders; experience scheduling various phases of projects into the production facility; experience developing plans and specifications for construction projects; and experience estimating cost related to new projects. This specialized experience must also include the ability to coordinate with organizations and businesses; knowledge of OSHA and regulations; and experience with current automation support programs to input data, provide status of equipment and monitor job order status. SPECIALIZED SUPERVISORY EXPERIENCE: Must possess experience managing the function of the work to be performed that includes the ability to lead, direct and assign work of personnel. Education This job does not have a qualification requirement that allows substitution of education for specialized experience.
