Job description
Duties Provides management direction, control, and accountability for ARNG surface maintenance programs and activities. Manages, directs, coordinates, and oversees the ARNG State Surface Maintenance program. Determines goals and develop plans independently or jointly with higher management. Contributes significantly to the determination of resource needs, allocation of resources, and is accountable for their effective use. Makes or recommends organizational changes that have considerable impact, such as those involving basic structure, operating cost, and key positions. Understands and communicates NGB policies and priorities throughout the organization managed. Delegates authority to subordinate supervisors and holds them responsible for the performance of their units. Plans and schedules work and production to be accomplished by subordinates, sets and adjust short-term priorities. Advises high-ranking management of functions, activities and services provided. Advises, counsels, or instructs employees on work and administrative matters. Evaluates subordinate supervisors' work performance and serves as a reviewing official of subordinates supervisors' workers. Makes or approves selections for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions. Manages all aspects of the maintenance program, to include long- and short-range planning, maintenance training and proficiency, human resources direction, budgeting, etc. Serves as a liaison with Army Commands, NGB, DOL, Army Depots, etc., in all matters pertaining to maintenance activities. Plans and establishes maintenance policies, programs, and procedures to assure effective support of DoD (Department of Defense) and training mission requirements. Establishes goals, objectives, and requirements for surface maintenance related funds. Evaluates accomplishment of the surface maintenance program to ensure systems and programs are functioning properly. Analyzes maintenance activity inspection reports and directs corrective action when necessary. Serves as program manager for surface maintenance funds. Performs other duties as assigned. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination. Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - LTC (O-5) Minimum Military Grade - MAJ (O-4) with date of rank prior to 02 JUN 2021 Officer - AOC 88A, 90A, 91A or 92A GENERAL EXPERIENCE : Must possess experience, education or training which has provided you with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications using test instruments, making computations, and keeping records; and experience using computer and automation systems. GS-13 SPECIALIZED EXPERIENCE: Must possess 48 months of experience, education or training that provided experience in applying principles, concepts, and methods of equipment, facility or service operations sufficient in planning assignments; using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc; and determining resource needs, allocation of resources, and budgeting/funding needs. This specialized experience must also include experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems SPECIALIZED SUPERVISORY EXPERIENCE: Must possess experience managing the function of the work to be performed that includes the ability to lead, direct and assign work of personnel. Education This job does not have a qualification requirement that allows substitution of education for specialized experience.
