Responsibilities What You'll Do: The acquisition program analyst shall support the Acquisition Lead in planning, developing and executing new and existing contracts in support of the PMO's acquisition plan. Duties require candidate to interface directly with PMs, Contractors, Contract Specialists, Business Financial Managers (BFMs) and Integrated Product Teams (IPTs) to identify, develop, track and execute PMO acquisition requirements. Specific Duties and Responsibilities include: Support Acquisition Lead to coordinate and execute in accordance with the PMO acquisition plan Support program management on program execution and contracting strategies. Develop and maintain PMO acquisition documentation. Develop contract documentation required for issuance of RFPs (i.e., SOWs, CDRLs, Contract Memos, etc.) Provide support in the development of program management plans, acquisition plans and purchase requests. Identify, develop and track contract modifications required to support the programs requirements and funding profile. Act as liaison between Contract Specialists, BFMs, IPTs, field sites and Contractors. Attend weekly status meetings in support of IPTs as an acquisition representative to identify contract issues and resolutions. Track contract action items and coordinate with appropriate stakeholders to meet deadlines. Interface with program scheduler to provide contract timelines and status Develop metrics and excel based tools to ensure execution of new contracts, option awards and contract modifications in support PMO requirements. Track and document CDRL deliveries Conduct technical reviews of Contractor proposals and support contract negotiation. Support program briefings through slide generation, attendance, and presentation Qualifications Minimum Qualifications: Required Education: Bachelor's Degree in line with above functional description. Desired Experience and Skills: Five (5) years of experience in a program analysis or management of DoD systems acquisition requirements, analysis or management of DoD budget/financial requirements in a DoD acquisition program. Two (2) years of experience developing SOW, CDRLs and other acquisition documentation Two (2) years of experience with DoD 5000.2 and Federal Acquisition Regulations. One (1) year of experience supporting NAVAIR programs at multiple classification levels. Other Requirement: Must have an active Top-Secret clearance. Technology: Personal computer, printer, copy machine and other general office equipment. Software: Proficiency with Microsoft Word, Excel & PowerPoint.
