Job description

Support the USCYBERCOM J5 in the initiation, development, coordination, and periodic updates of command campaign and contingency plans to meet Commander (CDR) USCYBERCOM objectives. This includes cyberspace planning support to the other CCMDs, guidance for the Program Objective Memorandum (POM), review of the Cyberspace Operations Forces (COF), operationalization of the Cyber Security Service Providers (CSSPs), advocating for incorporation of OCO/DCO/DODIN ops into planning, and development of periodically updated campaign plans and contingency support plans through leadership of several Joint Planning Groups (JPGs). Provide Cyberspace Joint Planning Support: • Monitors and reviews strategies, doctrine, policies, directives, and instructions from higher echelon headquarters and makes recommendations to ensure compliance and/or consideration in planning efforts. • Develops plans and orders through the application of operational art and operational design, and by using the JOPP, within the milestones, deliverables, and interaction points for plans developed using Adaptive Planning and Execution (APEX) activities. • Provides input to briefings, transitioning concepts to execution, and assisting in the coordination of joint operational planning in support of training, exercises, combat, and contingency plans and operations. • Develops and integrates cyberspace capabilities into deliberate, contingency, operation, and crisis action planning. • Provides input for the development of TTPs, CONOPs, COAs, and other related documents related to OCO, DCO, and the securing, operating, and defending of the DODIN. • Provides input to address shortfalls, prioritize and validate requirements, and be prepared to modify development planning efforts based on the changing cyberspace environment. • Contributes to the development of exercise scenarios, exercise operational plans, and other required documentation to support planning and execution to accomplish USCYBERCOM exercise training priorities. • Conducts research of current and emerging threats to U.S. Critical Infrastructure and Key Resources (CIKR). • Participates in Joint Planning Groups (JPGs), and Operational Planning Groups/Teams (OPG/OPTs) QUALIFICATIONS Experience:
• 10 years of experience as a Joint Operations Planner in the JPP, JOPES, and APEX planning formats and guidance.
• Experience with reviewing and analyzing existing directives, policies, doctrines, strategies, or instructions from Joint Staff (JS) and DoD, and the Contractor shall make recommendations to ensure timely compliance or consideration in deliberate and crisis planning efforts.
• Experience with participating in and providing input to Operational Design (OD) determining operational planning approaches.
• Experience with participating and providing input throughout all planning functions from translating strategic guidance through concept and plan development, including OD, mission analysis, Course of Action (COA) development, COA analysis and wargaming, COA comparison, COA approval, and plan or order development.
• Experience with contributing to the development, revision, and coordination of campaign and contingency plans, including Commander's Estimates, Base Plans, Concept Plans, and Operations Plans, and ensure CO are integrated with all appropriate and associated annexes and appendices. Education and Training:
• Master's degree in Military Joint Operation Planning through the JPME II from a CJCS accredited joint education program listed in CJCSI 1800.01F
• JIOPC or Military equivalent Operations Planning Courses
• Completion of an advanced Service planner school, including SAMS, SAASS, or JAWS
