Summary Marine Corps Community Services (MCCS) is looking for the best and brightest to join our Team! Duties SUMMARY OF DUTIES: This position reports to the Retail and Services Director. Serves as the primary COR (Contracting Officer Representative) for all MCCS Retail Division Kaneohe Bay portfolio of third-Party revenue generating contracts. Manages and reviews all business reporting (i.e. Contractor payments) for timely and accurate submissions. Review all contracts for service, pricing, and quality. May be required to conduct local market surveys to ensure competitive pricing, new business opportunities, and process improvements. Serves as the liaison for HQ MCCS Enterprise Service Contracts and COR for future Enterprise Contracts that will operate locally. Conduct regular cadence touch bases with HQ managers and provide reports and updates on contract activities. Prepares all required fiscal reports and operational budgets to include P&L, analyze financial reports and associated business metrics/benchmarks to improve the business. Publishes and/or provides guidance in the development of business strategy(s) which may include budget and/or sales forecasting. As the COR, the position requires the individual hired to research and understand a new business requirement well enough to develop SOWs (scopes of work) to be used to develop solicitations issued by the Procurement Office to publish RFPs (Request for Proposals), and additional documents that establish, terminate and/or maintain a contract. COR appointments come with limits but require the individual to work with Contractors to ensure compliance with the contract terms and a successful business partnership between Contractor and MCCS. This individual will be responsible for meeting and discussing service operations with individual Contractors to ensure all contract requirements and standards are meet. Conduct regular cadenced site visits and touch base with individual Contractors, while partnering with contract entities to respond to all customer inquiries, negative and positive. Report and keep continuous documentation of all non-compliance or failures to meet standards by the individual Contractor and follow up to ensure compliance and any failures are fixed. Take appropriate action to correct any non-compliance or failure to meet standards. To include reaching out to the MCCS Contracting Office to engage in further corrective action once the CORs authority is exhausted and follow-up with Contractor to ensure completion of corrective action. Serve as liaison between the contract manager and MCCS Kaneohe Marketing Team to implement and/or develop advertising for events and/or promotions. Meets all administrative requirements in a timely, accurate manner. To include information requests, monthly
financial business reporting, payroll processing, procurement of goods and services, implementation of policy
changes, and follows relevant administrative procedures. Creates and maintains files, records, communications journals, and other documentation as necessary to compile an accurate and complete history of MCCS-Contractor communications and working relationships. The position may require the supervision of employees to include assigning and distributing work, scheduling, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave; recommending and completing personnel actions; completing performance reviews and signing timecards; training employees. Must be alert to alcohol abuse and take appropriate action. Assists in developing and ensuring the implementation and control of an adequate, effective and appropriate training plan for all personnel. Leads by example to shape and sustain a working environment conducive to the successful performance of those entrusted to his/her leadership and direction; and create a positive atmosphere and culture within Business Operations and its constituent branches that reflect the pride, professionalism, sense of accomplishment, fulfillment, collaborative engagement, well-being, and whole-hearted customer focus of its employees. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications MINIMUM QUALIFICATIONS: BACHELOR'S DEGREE from an accredited college or university in business management or a related field appropriate to the work of position AND THREE YEARS of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. At least two years of supervisory experience preferred. NAF Revenue generating contract management experience preferred. Positive attitude with a genuine desire to work in a customer focused environment. Ability to train operating standards and procedures for service, service recovery and store brand as well as work within the position to execute these standards properly and coach others within the team to do so with a high degree of skill and confidence. Ability to work in a high-performance atmosphere with commitment to service goals. Ability to multi-task with high quality follow-up and holding teams accountable to results. Attention to detail is required.
