Purpose of Job

The purpose of this job is to act as an Airport Manager/Program Manager for the Public Safety and Security Division.

The Airport Manager is an integral part of the airport management team. This individual will work on complex, multifaceted projects from inception to completion to include the management and coordination of projects within the Public Safety and Security division. The role will include organizing, administering, and monitoring of one or more projects. The project management work will involve design, plan, review, regulatory compliance, and working with multiple work groups to accomplish the projects. This role will provide leadership, program direction, and long range and short-term planning for the program areas, to include policy development, performance criteria and managing budget and resources.

This role will include developing project plans, defining project goals and objectives, specifying tasks, how goals will be achieved and what additional resources might be needed, and associating budgets and timelines for completion. It will also include implementing the project plan along with careful controls to stay on the critical path.

Strong understanding of CFR 1542 is a requirement and understanding how to work with Federal Stakeholders and ensuring the Airport Security Program

Currently this role will be an individual contributor but may supervise employees by position.

Additionally, this person will provide support to the Assistant General Manager and Directors for Public Safety and Security. Duties include but are not limited to, reviewing, and monitoring construction plans and attending construction meetings, working with Project Managers and Construction Managers, and monitoring construction to ensure safe and efficient construction activities - minimizing the negative impact to the traveling public and airport stakeholders.

Supervision Received

Normally receives guidance regarding overall mission, short-term and mid-term objectives, scheduling, unusual priorities, etc. but is free to set work methods, timetables, performance standards, etc. Typically, this position works closely with their perspective team and report to direct reports frequently.

Matrix manages and/or coordinates the work of consultants/contractors and other employees who are assigned to specific projects.

Essential Duties and Responsibilities

The following duties are normal for this job but are not all-inclusive. Other duties may be assigned.

The Airport Manager position ensures compliance with applicable Federal, State, and Local regulations, the Airport Security Program (ASP), advisory circulars, and letters of agreements.

Supervises, and evaluates assigned staff, handles employee concerns, is involved with work assignments, counsels, and disciplines employees when necessary, and completes employee performance evaluations.

Manages the work activities of the Public Safety and Security group by ensuring necessary programs are performed as directed in approved plans and standard operating procedures.

Responsible for ensuring that department training programs, formal plans, and procedures to include those within the Airport Certification Manual (ACM), Airport Security Program (ASP) emergency plans, and standard operating procedures are developed and maintained.

Comply with local, state, and federal codes and standards by directing and monitoring the work of staff, vendors, and contractors.

Develops project budgets, schedules, work plans, and cost estimates/projections, administers and monitors contracts including contract negotiation and preparation of contract recommendations, and monitors projects for conformance to approved plans and contract specifications.

Prepares pre-bid materials defining scope of work and related information necessary for request for qualifications (RFQ) and request for proposals (RFP), sets up selection board; responds to questions concerning the project and/or contract(s); reviews bids, and prepares recommendation(s).

Develops a communication plan and related project status reports for key stakeholders and provides updates on project activities and information on risks and mitigation strategies.

Prepares and monitors the budget for project planning, design, regulatory, and/or construction phases, recommends project budget needs for annual appropriations, and ensures project deliverables stay on-time, on target, and on-budget.

Interacts with utility companies, city agencies/departments, and other governmental agencies to obtain necessary permits and clearances and to ensure regulatory compliance.

Matrix manages and/or coordinates and directs the work of consultants and related personnel who have been assigned responsibility for various projects and/or portions of a project and defines and manages the overall change control processes and quality assurance aspects of the project to ensure project success.

Performs other related duties as assigned.

Decision Making

This position makes decisions inclusive of customer comments/concerns, financial related matters, and operational related matters. Coordinates and delegate impromptu tasks and necessary work that need to be completed as well as make adjustments to project schedules and individual stakeholder readiness efforts. Establishes work methods, timetables, performance standards, etc.

Atlanta Procurement System under guidelines established by the Chief Procurement Officer.

Knowledge of Job

Manages all aspects of one or multiple projects through initiating, planning, executing, monitoring, and closing project, complying with established control systems and rules. Monitors processes, progress, and results. Determines objectives, sets priorities, delegates work, and provides others with a clear direction. Works with others towards an agreement that may involve exchanging specific resources or resolving differences.

Has considerable operational knowledge of TSA operations, physical security, airport ID badging office credentialing services, roadways and enforcement, airport contingency plans i.e., Plane Train, SkyTrain, Crowd Control, Marta, and Facility & Utility Outages. Poses a thorough knowledge of all federal, state, and local regulations.

Ability to compile, organize, prepare, and maintain an assortment of records, reports, and information in an effective manner and according to departmental and/or governmental regulations.

Has the ability to communicate effectively verbally and in writing with supervisors and other staff members. Has the ability to use independent judgment in routine and non-routine situations. Can utilize and understand computer applications and techniques as necessary in the completion of daily assignments. Has the ability to plan, organize and prioritize daily assignments and work activities.

Can comprehend and apply regulations and procedures of the department. Can work under a minimum degree of stress related to duties that require constant attention to details and tight deadlines.

Can read, understand, and interpret educational and instructional reports and related materials.
