Description
A senior member of the federal team working to obtain and manage federal government (DoD) contracts. Responsible for managing assigned programs, ID/IQ contracts, client interface and contract deliverables. Responsible for participating in all phases of the company's capture and proposal process in response to DoD opportunities. Use technology and tools such as Microsoft Office products, CRM, and SharePoint to ensure projects and processes are managed to ISO standards. ESSENTIAL DUTIES AND RESPONSIBILITIES: Core duties and responsibilities include the following. Other duties may be assigned. Program Management: Manages federal government programs (primarily DoD) as assigned.
Serves as company interface to federal contracting officers and program managers.
Ensures program teams are properly staffed and resourced. Works with Vistra's SVP Federal Programs to identify and address any human resource or capital resource issues.
Supervises fulfillment of DoD contracts per requirements, regulations, policies, and special conditions.
Builds relationships with federal government officials.
Identifies and advances projects and initiatives that build effectiveness and efficiency. Provides solutioning and collaboration to enable DoD officials to consider new approaches.
Supports customer requests for information, research, and technical assistance.
Monitors team member performance on DoD contracts and communicates with leadership and human resources for recommendations on performance, discipline, and termination of employment.
Represents Vistra in the DoD sector and with identified business partnerships.
Updates and maintains Customer Relationship Management (CRM) information at program and enterprise levels.
Assists with sourcing, interviewing, and hiring team members to perform on contracts.
Monitors contract spending and travel budgets.
Manages subcontractor relationships.
Ensures timely delivery of all required contract deliverables.
Prepares executive-level project briefings and reports.
Periodic travel to military sites.
Portfolio Growth: Provides input to Vistra's proposal team for responses to RFQ, RFP, RFI and Sources Sought opportunities. Provides an active role in gate reviews, bid/no-bid decisions, and program kick-off meetings.
Works with proposal team to coordinate and oversee writing assignments, production and submission of complex government proposals ensuring all timelines are met.
Coordinates with Vistra's contracting department to ensure proposals follow the FAR and proposal request.
Coordinates with contracting department to ensure execution of non-disclosure agreements (NDAs), terms and conditions, and modification requests and Teaming Agreements (TA's). Supports senior leadership in development of teaming strategies for negotiation in alignment with company and customer objectives. Stays abreast of new laws and proposed legislation and interprets the potential impact on current and future contracts.
Proactively identifies new business opportunities by understanding procurement trends and customer needs Actively participates in the overall strategic planning by linking pursuits/capture activities which support the quarterly business development metrics for awards, submissions, and pipeline.
SUPERVISORY RESPONSIBILITIES: Supervise team members on site for federal contracts.
May supervise federal team Program Managers at corporate headquarters.
Provide input to annual reviews.
Coordinate and oversee Monthly Status Reports
Track and report travel and overtime budgets.
Requirements
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. A working knowledge of DoD operations and military contracts/contracting, GSA and FAR is required.
Familiarity with Combatant Commands and Military Component Commands preferred.
The skill to independently define, schedule, and manage the proposal preparation process, including the ability to understand and analyze the details of an RFP is a must.
Demonstration of the necessary personality and leadership skills to represent and enforce company values and policies while engaging and motivating a diverse group of team members working at client sites.
Outstanding communication skills (written and oral); including a strong working knowledge of Microsoft Office Suite is a necessity.
Exceptional facilitation and organizational skills are required.
A working knowledge of Shipley proposal processes with documented proposal management success.
Must have strong briefing and writing skills and be comfortable delivering finished work to wide audiences that often include high ranking customers and senior leadership.
The ability to meet deadlines, a commitment to teamwork, and detailed follow-through will be the key to success in this role.
Must have a DoD Secret Clearance, TS/SCI preferred.
EDUCATION AND/OR EXPERIENCE: Bachelor's degree from an accredited college, university, or equivalent Military training in a Technical, Business, Management, Public Policy, or related field is required. Master's degree preferred.
At least ten (10) years of experience within the DoD in a leadership role and Program Management.
At least five (5) years of experience in Business Development, Proposal or Capture preferred. LANGUAGE SKILLS: Ability to respond to common inquiries or complaints from customers, or members of the business community. Ability to read and interpret documents such as requests for proposals, government regulations, safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak English effectively before groups of customers or team members. Spanish would be desirable but not required. COMPUTER SKILLS: To perform this job successfully, an individual should have knowledge of and must utilize: Spreadsheet Software (Excel); Word Processing Software (Word); Electronic Mail Software (Outlook); Presentation software (PowerPoint), Timekeeping Software, Project Management Software, and CRM Software. CERTIFICATES, LICENSES, REGISTRATIONS Project Management Professional (PMP) or similar certification desired.
