Job description
Duties The incumbent provides expertise and insight to support the delivery of a high-quality final report which will discuss all relevant issues, explains the research and analysis conducted under the auspices of the review, and presents a strategy for implementing the recommendations of the report. The incumbent will advise and assist leadership in coordinating within the Office of the Secretary of Defense and the Military Departments to integrate and implement recommendations of the Quadrennial Review of Military Compensation. The incumbent provides expertise and insight to support the following actions: 1. The drafting of the charter of the QRMC. 2. The development of a mission and vision for the Quadrennial Review of Military Compensation. 3. Integration of compensation policies with other personnel policies and that supports the readiness of the military manpower force to achieve United States strategic policies and objectives. 4. Liaising with the Quadrennial Review of Military Compensation Senior Advisory Group through providing progress reports, as required by either the Senior Advisory Group or the Deputy Under Secretary of Defense for Personnel and Readiness and by planning, arranging and supporting Steering Committee meetings. 5. Supporting briefings and reviewing public information releases as necessary to explain the work of the Quadrennial Review of Military Compensation to official and public audiences. 6. Supporting engagements with Congressional Committee Staffs, with other Federal Agencies and with other involved functional areas within Department of Defense and the Service Departments and with the private sector and the public as necessary in accordance with standing Department of Defense policies. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12-31-59 must be registered or exempt from Selective Service (see ) May be required to successfully complete a probationary/trial period. Must be determined suitable for federal employment. Required to participate in the direct deposit program. This position is subject to pre-employment and random drug testing. Must be able to obtain and maintain a Secret security clearance. The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978. The incumbent must be able to travel throughout the United States, with occasional overseas travel. Qualifications To meet the minimum qualification requirements for this position, you must show that you possess the Mandatory Technical Qualifications and other qualifications, if applicable. MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. Ability to provide expertise and keen insight to shape and support comprehensive evaluations and analyses of military compensation and financial readiness issues affecting active duty, reserve, and National Guard military members, including one or more of the following: basic pay, allowances, special and incentive pays, bonuses, retention payments, disability compensation, military retirement and financial counseling practices, laws, and regulations in a military context. 2. Knowledge and demonstrated familiarity with financial education, training, and counseling requirements and programs provided by the Department of Defense to military members and spouses. Time in grade is not required for Senior Level (SL) position. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation.
