Arlington, VA, US QED Systems, LLC, is currently recruiting an Emergency Management Policy Analyst to join our team at the Pentagon, Arlington, VA to support our HQDA G-3/5/7 Support Services contract. Duties: Provide analysis and written recommendations to Force Protection and Emergency Management (EM) for the support of the Army Installation and Garrisons, Army Commands (ACOM), Army Service Component Commands (ASCC), and Direct Reporting Units (DRU).
Recommend material, non-material and technical solutions to enhance and improve Army Installation Emergency Preparedness capabilities. Coordinate and promulgate Army EM policy and objectives, consistent with AR 525-27, DA PAM 525-27, and DoDI 6055.17, and any pertinent Army EM Policy across the Army.
Monitor statutory requirements from pertinent US Code (Title 10 USC, 40 CFRs), and Presidential directives.
Review all protection related publications for synchronization with DoD and Army EM Policy.
Support the coordination of EM equities through DOD, HQDA, Mission Assurance, and APP governance bodies.
Maintain APP EM assessment requirements.
Provide subject matter expertise for assessments of ACOMs, ASCCs and DRUs. The contractor shall travel to ACOMs, ASCCs and DRUs to conduct assessments.
Consolidate and provide the Army's compliance and best practices guidance to all ACOMs, ASCCs and DRUs annually.
Support and conduct manpower analysis in coordination with Army Manpower Analysis Agency.
Provide analysis and written recommendations for command data associated with Installation Emergency Managers and EM Program Coordinator core duties.
Receive and analyze EM reporting requirements for Army Installation and Commands.
Provide written recommendations to ACOM, ASCC, and DRUs that articulate requirements and integrate capabilities.
Provide staff support for administrative functions to ensure accurate and timely responses (incoming and outgoing) to Staff Action Control Office and Joint Actions Control Office tasking, routing, tracking, and updates including the development of Form 5 documentation within the Enterprise Task Management Software Solution. Required Skills & Experience: Detailed-oriented with excellent technical, verbal, and written communication skills.
Must be able to work within Government-provided software packages to include MS Office products (e.g., Outlook, Word, SharePoint, PowerPoint, and Excel).
Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.
Must be able to clearly articulate analysis through both oral and written communication.
Ability to focus on Mission requirements while tracking multiple competing priorities.
Experience working in headquarters environments on the Army/Joint Staff and/or Major Army Commands.
Proficient in planning and execution of working groups.
Operational experience using standard automated toolsets to monitor database performance and maintain database operation.
Manpower/management experience. Required Clearance: ACTIVE CLEARANCE LEVEL REQUIRED: Top Secret w/SCI Qualifications: Bachelor's degree required.
At least seven (7) years of relevant experience. Travel: Up to 15% travel is expected for this position. Travel may include continental United States and outside continental United States locations. Work Environment: This position will be co-located with the customer and other contractors in Government office spaces. While not generally authorized, telework may be required due to exceptional circumstances (extreme weather, pandemic, etc.).
