Position Summary Odyssey Systems has an exciting new opportunity providing Advisory and Assistance Services (A&AS) as an SDA Space C2 Systems Engineer supporting the Space Command and Control (Space C2) Program as part of the Sensor System Support (S3) contract supporting the United States Space Force Space Systems Command's Battle Management Command, Control and Communications Acquisition Delta (USSF SSC/BCC). SDA is foundational to Protecting and Defending US Space Systems that provide space-based Intelligence, Early Warning, Communications and Global Positioning services that sustain our way of life, support our national economy and act as force multipliers in times of conflict. The Battle Management Command, Control, and Communications Acquisition Delta executes system acquisition, modernization, and sustainment for Space C2 systems including the Mission Processing System (MPS), Space Mission Platform (SMP), Common Framework Environment (CFE), Non-traditional Data Pre-processor (NDPP) and SPARTAN/Space Data Highway network infrastructure. These systems support the Space Domain Awareness (SDA) mission by ingesting, processing, and distributing data from Department of Defense, Intelligence Community, commercial, and coalition space surveillance sensors. Activities include acquisition program management, system and subsystem engineering, maintenance and supply support, and fielding. Work is performed in downtown Colorado Springs, CO with the opportunity to telework 2-3 days per week at the discretion of the Government. Responsibilities An A&AS contractor is a knowledgeable and trusted advisor to the Government. As an SDA Space C2 Systems Engineer, you will provide support directly to the Government Program Manager for Space C2 and to the Space C2 Program Office. You will assist the Government to oversee Space C2 system design, architecture, and modernization projects, providing enhanced mission capabilities. You will work with prime contractors and government stakeholders on system upgrades, requirements as well as development and use cases and you will support technical solution development, cost review, and system integration. Duties include, but are not limited to: Support technical planning and execution of DSC2-D SDA initiatives in the development, modification, upgrade, and sustainment of command-and-control system hardware and software Conduct analysis of project and program data and requirements and provide the technical expertise in the identification, evaluation, preparation, and maintenance of the DSC2-D command and control systems Engage in subsystem design analysis and overall integration within a system of systems SDA architecture. Participate in all engineering activities required to deliver mission critical system infrastructure to ensure the highest levels of availability, performance, and security Prepare technical responses and briefings for partner technical exchange meetings and interoperability working groups Inform and advise the DSC2-D Program Manager on critical project changes and mitigations Participate in review and approval processes for all change requests, configuration control boards, design reviews Support installation, configuration, government test oversight, and maintenance of systems, as needed. Update and maintain the technical roadmap for the portfolio to reflect initiatives associated with the evolving nature of the systems to meet critical war fighter capabilities Perform the technical oversight as directed by the Program Manager Review and provide comments/input to the development of overarching system design documentation to include technical requirements documents (TRD); capability description documents (CDD); capability production documents (CPD); interface control documents (ICDs); and system specifications Ensure technical and support requirements are addressed as part of all system modifications Provide recommendations to lower the Life Cycle Cost and improve system readiness of systems. Develop, plan, and implement product support strategies and analysis for technology demonstrations, prototyping, and system test and evaluation activities Track development and sustainment risks in support of Government activities; develop and execute technology insertion and risk reduction strategies, studies, and recommendations to mitigate identified risk conditions Coordinate and lead resolution of portfolio programmatic, technical, and system issues and deficiencies with prime contractors, depot contractors other support contractors; monitor contractor performance during development, test, and fielding as directed by the Government Program Manager Support acquisition planning and release activities from a technical perspective. Provide the technical evaluations of contractor proposal responses Assist with translating user requirements into statement of work objectives documentation Provide relevant input to acquisition planning activities, upgrades and modifications, and studies and interface with stakeholders, contractor personnel, and product integrators Travel to CONUS locations upon Government direction Other duties as required and requested by the Government within the constraints of the S3 contract Qualifications Minimum Qualifications: Citizenship: Must be a US citizen Clearance: Must have and be able to maintain an active DOD TS/SCI clearance Education: Master's degree in Computer Science, Software Engineering, Information Systems Management, Business or Engineering Management or a related discipline Experience: 10 years of relevant experience or more in a government contractor role or role similar to supporting a Department of Defense or Intelligence acquisition or sustainment organization Familiarity and proven work experience with DoD Acquisition Program Management, including DoD 5000.02 processes and requirements Ability to travel as needed (up to 25%) Preferred Qualifications: Experience with the oversight of and reporting on project schedule and technical performance, risk and risk mitigation Current and active DAWIA Acquisition Program Management Level II or III Certification or PMP certification Knowledge with and experience of JIRA and Confluence Strong technical and mission awareness of space domain awareness data systems, architectures, and data flows. Foundational knowledge of and experience with Agile and scrum practices Demonstrated depth and breadth of systems engineering practices Great interpersonal skills within a professional environment, positive attitude, and ability to work through tough interpersonal and technical issues in complex inter-agency teams across a distributed environment Demonstrated experience successfully executing major project/program efforts, providing expert advice to colleagues, and presenting innovative recommendations for advancing programs and/or methods Familiarity with government acquisition and proposal processes and documentation Additional Information: Location: Downtown Colorado Springs, CO Travel: Up to 25% to CONUS and OCONUS locations upon Government direction Hybrid: Onsite with an opportunity for remote work 2-3 days per week at the discretion of the Government Company Overview Odyssey Systems Consulting Group, is an innovative small business committed to providing world-class technical, management, and training support services to government and public sector clients.
