Position Summary Odyssey Systems has an exciting new opportunity providing Advisory and Assistance Services (A&AS) as an SDA Space C2 Acquisition Program Manager/Financial Planning Analyst supporting the Space Command and Control (Space C2) Program as part of the Sensor System Support (S3) contract supporting the United States Space Force Space Systems Command's Battle Management Command, Control and Communications Acquisition Delta (USSF SSC/BCC). Work is performed in downtown Colorado Springs, CO with the opportunity to telework 2-3 days per week at the discretion of the Government. SDA is foundational to Protecting and Defending US Space Systems that provide space-based Intelligence, Early Warning, Communications and Global Positioning services that sustain our way of life, support our national economy and act as force multipliers in times of conflict. The Battle Management Command, Control, and Communications Acquisition Delta executes system acquisition, modernization, and sustainment for Space C2 systems including the Mission Processing System (MPS), Space Mission Platform (SMP), Common Framework Environment (CFE), Non-traditional Data Pre-processor (NDPP) and SPARTAN/Space Data Highway network infrastructure. These systems support the Space Domain Awareness (SDA) mission by ingesting, processing, and distributing data from Department of Defense, Intelligence Community, commercial, and coalition space surveillance sensors. Activities include acquisition program management, system and subsystem engineering, maintenance and supply support, and fielding. Responsibilities An A&AS contractor is a knowledgeable and trusted advisor to the Government. As an SDA Space C2 Acquisition Program Manager, you will work closely with and provide support to the Government Space C2 Program Manager for all aspects of program management with a focus in contract finance, execution, program execution and performance. You will support the Distributed Space Command and Control (C2) System - Dahlgren (DSC2-D) program portfolio of C2 systems from a programmatic and financial planning analyst perspective. The DSC2-D portfolio is part of the US Space Force's Cross Mission Data (XMD) branch. Duties include, but are not limited to: Provide programmatic planning and execution support for DSC2-D initiatives in conjunction with the SDA mission by conducting analysis of project and program data and requirements Perform financial analysis, budget planning, and forecasting to include: analysis of program and budget spending, component analysis, status report narratives, variances, issues and provide weekly status Support analysis and inputs associated with contract performance, project/program performance, and project independent government cost estimates Assist with preparing and delivering monthly budget execution reviews and status of funds reports Perform funds management. Prepare and coordinate funding documents from multiple funding streams. Maintain cognizance of the status of approved, deferred, and released funds Track budget requests, supporting documents, reports, and responses in approved repositories, such as share-drives and Microsoft Teams Monitor program level contract and risk mitigation performance Establish obligation and expenditure plans for active year appropriations, monitor execution throughout the fiscal year, and provided analysis at the requirement project, or appropriation level, as required by the Program Manager Coordinate inputs and provide forward-looking analysis for financial 5-year outlook for the portfolio Assist with implementing earned value management (EVM) applications within an agile environment to drive contract performance Track development and sustainment risks in support of Government activities; develop and execute technology insertion and risk reduction strategies, studies, and recommendations to mitigate identified risk conditions Support the coordination of the resolution of portfolio programmatic, technical, and system issues and deficiencies with prime contractors, depot contractors other support contractors related to contract performance Support acquisition planning and release activities, to include requirements development and request for proposals (RFPs). Familiarity with government acquisition and proposal processes and documentation helpful, to include RFI, RFP, BOE, SOW, Acquisition Plans, etc. Support the analysis and evaluation of proposals and provide recommendations with supporting rationale Assist with translating user requirements into statement of work objectives and cost documentation Provide relevant input to acquisition planning activities, upgrades and modifications, and studies and interface with stakeholders, contractor personnel, and product integrators. Travel to CONUS and OCONUS locations upon Government direction Other duties as required and requested by the Government within the constraints of the S3 contract Qualifications Citizenship: Must be a US citizen Minimum Qualifications: Clearance: Active TS/SCI clearance Education: M aster's degree in Computer Science, Software Engineering, Information Systems Management, Business or Engineering Management or a related discipline Experience: 8 years of relevant experience in a similar role as a government contractor supporting Department of Defense or Intelligence acquisition or sustainment organizations Other: Familiarity and proven work experience with DoD Acquisition Program Management, including DoD 5000.02 processes and requirements Preferred Qualifications: Certifications: DAWIA Acquisition Program Management Level II/III or PMP Other Qualifications Experienced with the oversight of and reporting on project cost, schedule, and risk and risk mitigation Overall programmatic experience in a leadership role with strengths in a government finance and contract performance. Overall programmatic and project portfolio experience. Demonstrated experience successfully executing major project/program efforts, providing expert advice to colleagues, and presenting innovative recommendations for advancing programs and/or methods Understanding of and expierence with government financial and contract management systems and regulations Knowledge of and experience with Agile Systems implementation as it relates to financial performance and earned value metrics Knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other applicable guidelines. Technical and mission awareness of space domain awareness proprietary systems to include CCaR, DTS, DEAMS, SPERS Demonstrated experience successfully executing major project/program efforts, providing expert advice to colleagues, and presenting innovative recommendations for advancing programs and/or methods Excellent analytical, problem-solving, and communication skills Great interpersonal skills within a professional enviornment, positive attitude, and ability to work through tough interpersonal and technical issues in complex inter-agency teams across a distributed enviornment Additional Information: Location: Downtown Colorado Springs, CO Travel: Up to 20% to CONUS and OCONUS locations upon Government direction Hybrid: Onsite with an opportunity for remote work 2 days per week at the discretion of the Government Company Overview Odyssey Systems Consulting Group, is an innovative small business committed to providing world-class technical, management, and training support services to government and public sector clients.
