Position: IT Program Manager
Location: Remote, San Diego, CA
Salary Range: $120,000-$130,000
Job Summary
KaiHonua, LLC has an immediate opening for a Program Manager (PGM) to be responsible for establishing new accounts and overseeing the management of existing projects. The PGM will oversee projects of IT engineering teams delivering comprehensive, integrated, end-to-end IT services that include Network and Switch Operations, Systems Administration, Systems Integration and Testing, Configuration Management (hardware and software), Infrastructure Management, Network Administration, End-User Support, Fielding of Hardware and Software, Quality Control, Information and Network Security Services, Commercial Off-The-Shelf (COTS), Government Off the Shelf (GOTS), and Database Support. The PGM is responsible for managing and controlling the programs and is the principal representative who interfaces with the Contracting Office (CO), Contracting Officer's Representative (COR), and technical leads to insure excellent performance. Additionally, he/she interacts with contractor personnel to provide guidance, leadership and direction; identifies and resolves problems in a timely manner, gathers and analyzes information skillfully, develops alternative solutions; supervisor to program staff regarding operations; implements and provides guidance related to processes, policies, and oversees the work. The PGM will also engage in business development, establishing new accounts through the pursuit of creating and establishing contacts, developing proposal teams, writing proposals and pursuing opportunities.
Essential Duties and Responsibilities (Not listed in order of importance; other duties may be assigned) and must be able to perform the following with minimal guidance:
- Primary management focal point to accomplish the administrative, managerial, and financial aspects of contracts.
- Responsible to oversee contract performance and manage assigned contractor staff for Automation, Communications and Systems Support and Information Assurance for support of Network Enterprise Centers (NEC, Command, Control Communications, Computer and Information Management (C4IM) and Standardized Computer/Network Configurations and Enterprise Systems.
- Makes decisions on behalf of the organization and acts as the main point of contact to address all program issues with the Contracting Officer Representative. Provide continuous management oversight as well as coordination with the Contracting Officers Representative, Government stakeholders, Project Managers and employees.
- Provide all necessary program, project management oversight of Contractor Personnel, System's and Tools to ensure successful performance of all IT support services.
- Develop, update and measure performance against Program Management Plans.
- Manage all technical, cost, schedule, and delivery in PWS and PMP.
- Participate in scheduled and unscheduled meetings to provide effective communication between the team and Leadership
- Integration planning and analysis, developing quick-reaction courses of action to ad-hoc inquiries for additional support or services.
- Manage all performance issues and personnel. Support recruiting, interviewing and hiring new personnel and retaining current employees.
- Ensure that prime (and subcontractor) is producing the desired results.
- Timely fill staffing vacancies with trained, experienced, and technically proficient personnel.
- Provide ROM estimates as requested.
- Review, evaluate, comment, and update contingency plans, implementation, operational and test plans.
- Ensure contractor compliance with DoD security programs, including staff security training.
- Prepare contract performance, progress, manpower and cost reports.
- Other duties as assigned.
Qualifications

Education and/or Experience
- Bachelor's Degree in Computer Science, Information Technology, or related discipline preferred or have equivalent experience
- 4+ years of experience as an IT project manager, preferably with DoD projects
- CAPM, PMP, or equivalent certification preferred
- Travel Required
Knowledge
- Proficient in handling the most complex of technical development concepts, latest software tools and technologies, strong database concepts and designing techniques.
- Understands different programming languages at a high level and have a general understanding on how to solve problems in coding, testing and deployment.
- Possesses good knowledge of different software systems, client/server architectures and various compatibility requirements.
- Experience in troubleshooting, software development processes and ability to understand and implement client requirements.
