This position supports Federal Emergency Management Agency (FEMA) for the Grants Modernization program (FEMA GMM). The FEMA GMM program represents a multi-year effort for IT Modernization and Transformation that will better enable citizens and first responders to apply for and be awarded Federal disaster and non-disaster grants. The Karsun team is responsible for new application development, maintenance, enhancement, and operation. This position requires US citizenship, and all employees must be able to pass a Federal Suitability Check for a position of public trust. The Karsun software development team is responsible for the software design and implementation of replacement and modernization of existing legacy applications. This is an opportunity for a candidate with critical analytical skills, business acumen and a technical systems understanding. This role will apply their knowledge of processes to analyze and document business requirements for a technically diverse team. Candidates should be self-motived to dig into the details and learn. Experience and enthusiasm for a fast-paced, changing environment is a must. Positivity and out of the box thinking to solve difficult problems is critical. In this role, you will leverage your expertise in grants management and compliance to research, communicate, and achieve program goals as part of a team supporting agencies in modernizing their grants management practices.
Comprehend & analyze business requirements, guiding & facilitating discussions to obtain them
Translate & document requirements in the form of epics, stories and acceptance criteria for both business and technical audiences
Define & document acceptance criteria for user stories in a given-when-then format
Summarize key decisions points at conclusion of discussion
Work with technical visionaries to document implementation steps and other deliverables
Ability to efficiently support multiple simultaneous work streams, including projects and program initiatives, and prioritize, manage, and execute effectively with compressed time lines and ambiguous tasking US Citizenship is required due to government contract requirements.
Requires a Bachelor's Degree in Information systems, Business Systems, Management Information Systems, IT Management, or other IT degree.
5 - 8 years of experience with technical and business requirements
The ability to obtain and maintain U.S. Suitability/Public Trust Background Clearance
At least two years crafting and delivering presentations to leadership, including the ability to write technical information clearly and concisely for non-technical audiences. In accordance with pay transparency guidelines, the proposed base salary range for this position is $100,000 to $140,000.
