Data Systems Analysts, Inc. (DSA) is searching for a Proposal Manager who will have the responsibility of coordinating all phases of the company's proposal process in response to U.S. government requests for proposals (RFPs). This position reports to the DSA Proposal Operations Director and will serve as a member of a high-performing business development team. The successful candidate will directly contribute to DSA's growth via challenging, high-visibility projects. The ability to meet deadlines is essential. A commitment to teamwork and detailed follow-through will be the key to success in this role. This role may require travel for meetings and working proposal sessions. Duties include: An experienced leader who can lead the development of complex, multi-volume proposals, and other opportunities in collaboration with the Capture Manager, Solution Architect, and a team of technical experts across diverse operational business units. Effective verbal and writing interactions with DSA leadership and staff including the capture manager, program/project manager, technical subject matter experts, and others throughout the development of the proposal, both Pre-RFP and Post-RFP. Develop a proposal strategy and form an effective proposal team that results in a high-quality, compliant, and compelling proposal that will deliver high probability. Manage and be accountable for compliance and timely submission by managing and controlling all proposal activities against the schedule. Lead and develop proposal outlines, mock-ups, and iterations, across all proposal volumes through a definitive version for submission to the Government. Develop and conduct proposal kick-off meetings that establish the development of the proposal plan and the responsibilities and expectations of all proposal writers. Manage proposal color reviews that effectively achieve useful, actionable comments and recommendations from the review teams. Effectively communicate and lead technical experts and proposal staff (e.g., desktop publishing, production, graphics) to achieve the objectives of the proposal effort. The position requires the ability to coach subject matter experts and other contributors in persuasive writing. A highly collaborative position that requires the ability to meet deadlines and to work under pressure towards a successful proposal submission. Manage the selected team in RFP-required oral presentations and demonstrations to the customer through rehearsals to ensure the presentation meets the expectations and timelines specified in the RFP. Required Qualifications: Candidates must have a bachelor's degree plus five (5) years minimum related industry experience (DoD, Federal/Civilian, Critical Infrastructure) in large government contracting. Demonstrated experience managing and developing complex, voluminous proposals that include technical, solution, cost, and other volumes. Demonstrated experience developing and applying proposal management artifacts including but not limited to the following: proposal schedule, outline, compliance matrix, kick-off, mockups, color review in-briefs and de-briefs, and others. Demonstrated experience applying the rigor of the Shipley proposal process in developing a proposal. Possess strong time management and prioritization skills, strong English language skills, attention to detail, and good judgment in decision-making. Ability to use Artificial Intelligence / Machine Learning tools that support both capture and proposals. Ensuring proposals are in accordance with requirements and FARs. Outstanding communication skills (written and oral); including an expert knowledge of Microsoft Office Suite and Microsoft SharePoint. US Citizenship is required. Desired Qualifications: Strongly prefer 5+ years of proposal management experience mostly with large, complex opportunities. Possess strong time management and prioritization skills, strong English language skills, excellent attention to detail, and good judgment in decision-making. APMP certification is a Must Have. Relevant experience outside of proposal management (e.g., project management, capture management, account management) that enriches proposal management capabilities. Demonstration of the necessary personality and leadership skills to engage and motivate a diverse group of Engineers, Project Managers, Pricing, Contracts/Procurement, Consultants, and Subcontractors. Regularly monitoring for amendments, Q&A, and other solicitations during proposal process and post-submission. Ability to prioritize work and manage simultaneous proposals at various stages and with varying complexity. Review and edit proposal content for compliance, completeness, and credibility.
