POSITION SUMMARY


The Logistics Manager (LM) shall provide supervision and management of US Government equipment and materials in Bogota, Colombia. They will be responsible for reporting to the onsite program manager and ensuring proper accountability of all vehicles and equipment assigned to the contract. In addition, the LM will be responsible for all local national work force personnel including but not limited to personnel who work in logistics, drivers, mechanics, procurement, security and IT. LM will work with multiple subcontractors to provide the support required for handling local national pay and benefits.


RESPONSIBILITIES


  • Manage overall contract mobilization, supervision, training, and coordination of all contract requirements, reporting directly to the on site PM with items regarding contractual compliance and will report to the VP of Training and Technical Services with all things regarding Constellis employee and subcontractors.
  • Serve as the primary point of contact (POC) between Constellis and prime contractor, including 24/7 coordination with the prime contractor.
  • Ensure adequate personnel levels are met and schedules assigned
  • Evaluate all contractor work to ensure it meets/exceeds contract performance standards and customer expectations
  • Ensure timely development and submission of all contract deliverables
  • Manage shift scheduling, logistic requirements, and budgeting requirements with the prime contractor Program Manager
  • Maintain communication with the customer, enforce company disciplinary directives, and keep Constellis senior leadership apprised of issues and concerns
  • Utilize company and contract-provided vehicles for authorized purposes
  • Monitor, advise, enforce, and counsel subordinate personnel when performance deviates from specified standards
  • Foster positive employee relations among the work force, maintaining open dialogue to quickly resolve issues
  • Maintain annual refresher training and physical requirements
  • Perform other duties as assigned to maintain contract performance standards
  • Adheres to and actively support company policies, procedures, standards, safety guidelines, and site directives
  • Conduct subordinate employee disciplinary counseling (written and verbal) and performance improvement plans in accordance with the prime contractor PM, Human Resources, and Legal Department policies and procedures
  • Manage operations and budget expenditures for assigned projects
  • Instrumental in the development of scope, cost and schedule
  • Ensure customer service and company processes and procedures are followed
  • Other duties as assigned, and/or when required to maintain contract performance standards

QUALIFICATIONS

  • Contract location is Bogota, Colombia, must be willing to live and work in Bogota, Colombia full time with R&R trips back to US
  • Must speak, read and write in Spanish and English, may be tested
  • Ability to work in a foreign culture and get along with foreign workers while ensuring respect and trust in the assigned work force
  • 10 years experience working with US Government GFE with understanding of DCAA and DCMA as well as property audits with the US Government
  • Must have TS Clearance
  • Effective oral and written communication skills with ability to give direction downwards and discuss other items with more senior personnel
  • Ability to manage time and multiple priorities to completion
  • Problem solving skills with an analytical thought process
  • Ability to adapt to a rapidly changing environment
  • Must be able to lift, lower, carry, push or move objects up to 50 lbs. Various tasks may require intermittent standing or prolonged sitting, and the ability to walk, reach, kneel, crouch and handle work related supplies and tools.
  • Strong background in safety with understanding of safety processes and procedures.
  • Strong administrative knowledge including Outlook, Excel, Word, Power Point, SharePoint, database, and reports management


WORKING CONDITIONS


Work conducted in busy and classified operating environments. Work hours may vary between 8-12 hours per day, including extended, holiday, and/or weekend hours. Work may be inside or outside in a warehouse or office environment, requiring the ability to sit or stand at a computer and walk to visit various work sites.
