Duties Plans, organizes, and directs the Administrative Services of the USSOCOM WO and CCF ensuring that the administrative staff complies with the legal and regulatory requirements in order to meet the operations and functions of the USSOCOM WO and CCF. Exercises supervisory personnel management responsibilities. Represents the USSOCOM WO and CCF with a variety of administrative services. Provides substantial technical and administrative guidance and advisor services. Serves as the WO and CCF Executive Office (XO). Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmer view point to ensure overall information protection requirements meet mission requirements. Leave accrual may be authorized upon request. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. May be required to operate a government vehicle which necessitates an appropriate, valid driver's license. May have to respond to emergency situations, return to duty, work uncommon tour of duty or overtime. Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI). This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing. This is a Supervisory Position in which a supervisory probation period may be required. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: (1) Knowledge of a comprehensive range of principles, concepts, and practices concerning facilities and equipment operations and ability to analyze facility and/or equipment requirements against organizational needs; where planning and coordinating efforts involve a variety of services functions that are principally work-supporting. (2) Knowledge of the federal and agency standards to train, inspect, and evaluate the staff in security, safety, lire protection procedures, etc; and (3) knowledge of agency budgeting principles, concepts, and practices to prepare budget documents in order to meet facility, housing, travel, communications, support, supply, contracts, and other services requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of concepts, principles, and practices relating to: office administration, military and civilian personnel and finance, manpower, information management systems, security regulations, practices and guidelines, real estate matters, and the ability to lead a group of employees. 2. Knowledge of USSOCOM missions, functions, organization, and offices of OSD, the Services, and the Joint Staff, as well as USSOCOM Headquarters and components. 3. Knowledge of Special Operations peculiar programs, missions, component forces, and Congressional legislation pertaining to USSOCOM. 4. Knowledge of the full range of administrative support programs, budget formulation and execution, manpower, and organization, internal management controls, security support services, information systems, and automation of processor, computers, communications, logistics, and supply. 5. Knowledge of facility management concepts, principles, and practices applicable to the full range of duties concerned with management, design, layout, and maintenance. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
