We are seeking a Sr. Financial System Consultant SME to support our IRS Professional Financial Management and Audit program. This position is contingent upon contract award, and if awarded we're anticipating that the role would be performed on a hybrid basis with onsite support in Washington, DC. In this role you will: 1) Provide assistance with implementing any changes to current accounting process used for IFS including identification, resolution, tracking, and testing of IFS and Current Production Environment system defects, service and change requests, including, but not limited to, posting adjustments into IFS when approved; creating and approving test cases; and updating master data when approved. 2) Participate in the Engineering Review Board, Systems Review Board, Risk Management, Priority and Management meetings. 3) Ensure IFS continues to meet baseline and new system requirements, design documents, and specifications. 4) Ensure IFS is compliant with all regulatory and legislative requirements including, but not limited to, the Joint Financial Management Improvement Program, the Federal Financial Management Improvement Act of 1996, The DATA Act; OMB circulars and directives, and the Treasury Bureau of Fiscal Service Standard General Ledger (SGL). 5) Create or update IFS system documentation, requirements, and specifications, including posting models, flowcharts, role changes, and business/system process descriptions. 6) Provide support for TIGTA, GAO, and other government audits when directed. 7) Provide IFS support services to the Financial Management division through planning, on the job training, and responding to ad hoc questions. 8) Evaluate service and other requests to determine the accounting implications and requirements, including working with the other contractors. 9) Provide recommendations for service and change requests and configuration changes. 10) Provide requirements development and documentation of reports and ad hoc queries. 11) Develop required IFS business processes; creating and writing reports; and extraction of data files from IFS, and routine evaluation of the topside adjustment program. 12) Work with the IRS personnel to ensure the integrity of the data files and reports created by the IFS extraction tools; make necessary updates to the extraction tools; upload the accrual postings and reversals to IFS, as needed; and provide hands on training related to the timing of the tool execution for Open Obligations, and Quarterly Accrual processes. 13) Provide recommendations to improve existing reports. 14) Provide maintenance and systemic changes needed due to Treasury, OMB, and GAO requirements. 15) Support the processing of payroll including evaluating changes to Automated Interface with the National Finance Center and Administrative Billing and Collections system. 16) Support the processing of G-Invoicing transactions and enhancements. 17) Develop new posting models and request new SGL accounts as needed and provide posting model support to other business units. 18) Provide accounting related guidance on various system changes including financial statement updates and workpaper reports; and provide guidance on correct budgetary transactions to ensure correct financial reporting results. 19) Maintain and update FMUSFG1 (SAP reporting screen) derivation rules. 20) Propose TIER adjustments as needed to resolve system errors. 21) Analyze account relationships and propose corrective actions. 22) Assist with numerous year-end close tasks including Production and Mock testing. 23) Support quarterly regression testing. 24) Review master data requests to confirm correct USSGL GTAS attributes. 25) Assist users with document corrections and resolve various IFS related issues and questions. Support development of requirements for future system upgrades, enhancements, or changes. 26) Implement activity-based costing functionality in IFS. 27) Support compliance with SFFAS 4, Managerial Cost Accounting Standards and Concepts; OMB requirement for performance-based budgeting; the President's Management Agenda scorecard recommendations; GAO recommendations regarding costing of products, services, and performance measures; and internal management needs related to process and project costing. 28) Develop and implement of additional modules to the ERP Financial System (e.g., Project System, Asset Module, Sales and Distribution). 29) Support S/4 migration project initiatives by collaborating with S/4HANA Project Team and IT developers to provide the following types of assistance as defined, including migration/conversion strategy, data cleansing strategies/procedures, conversion reconciliation process, and verification of conversion results. 30) Other related duties as assigned Required Skills/Experience Bachelor's Degree in related field
Public Trust clearance
15+years of experience designing, developing, and implementing federal accounting practices, business processes, and reporting for appropriations, purchasing, travel, payroll, intergovernmental transactions, and miscellaneous federal funds in SAP financial management systems in accordance with federal accounting and related requirements. 15+ years of specific experience designing, developing, and implementing federal accounting and reporting requirements in several SAP modules including: financial integration; funds management; materials management; asset accounting; sales and distribution; project systems; cost accounting; business warehouse; business objects; and procurement.
15+ years of experience with: designing solutions for defects; systems monitoring; data quality control; user support and training; and system assurance testing. Experience designing, developing, and implementing G-Invoicing business processes and reporting. Strong SAP experienceDesired Skills/Experience IRS CFO Experience
