Job description

Overview The U.S. Department of State (State) Bureau of Political-Military Affairs' Office of Global Programs and Initiatives (PM/GPI) supports the management and implementation of global security assistance programs, including the U.S. Government's two primary peace operations capacity building programs: the Global Peace Operations Initiative (GPOI) and the African Peacekeeping Rapid Response Partnership (APRRP). PM/GPI's Peace Operations Capacity Building (POCB) Division serves as the GPOI/APRRP program management office. GPOI's mission is to strengthen international capacity and capabilities to execute United Nations (UN) and regional peace operations by enhancing partner countries' sustainable, self-sufficient peace operations proficiencies and building the capacity of UN and regional organizations to conduct such missions. Responsibilities General Duties and Responsibilities: Perform liaison duties and coordination functions with the regional stakeholders, including the respective State Department regional bureau(s), DoD Geographic Combatant Command(s), U.S. embassy country teams, and appropriate partner country officials to shape, implement, monitor, track, and report on activities
Guide the conceptualization of fiscal year funding proposals for the relevant geographic region(s)
Review proposals for fiscal year funding and manage an interagency process to prioritize recommendations for the allocation of resources
Monitor the implementation of program activities within the geographic region(s) to ensure timely and effective execution, as well as alignment with GPOI goals and objectives
In coordination with respective DoD stakeholders, support the active management of DSCA cases and other command implementation mechanisms
For contracted activities, assist with the development of statements of work and solicitation processes, support the COR in coordinating and monitoring contract execution, and facilitate communication with the U.S. embassy country team and appropriate partner country officials
Track and manage the obligation and expenditure of program funds (to include funding from FY 2005-present) for activities within the geographic region(s)
Assist with the collection of program data (to include training statistics, participant rosters, after action reviews, and other requirements) related to regional activities
Draft, review, and circulate documents related to program and/or peacekeeping issues in the region
Conduct other program-related support activities, as directed Qualifications Minimum Qualifications: At least five (5) years of experience working on security issues directly related to the Western Hemisphere or Europe region is required, with prior in-region experience preferred
At least five (5) years of experience related to the planning of U.S. security assistance or security cooperation activities, including knowledge of DSCA case management processes and procedures
Ability to travel internationally to conduct short-term regional assessment visits multiple times per year
Bachelor's degree
Prior military experience is strongly desired
Experience with contract administration, including the development of statements of work, is preferred
Knowledge and experience related to peace operations, particularly related to peace operations capacity building requirements, is preferred
Foreign language ability relevant to the respective region is preferred. Preferred language for Regional Coordinator II (Western Hemisphere and Europe regions) is Spanish
