Job description

Duties You will apply architectural and engineering practices to serve as an expert in the Planning, Design, and Construction Directorate business. You will provide technical advice and recommendations concerning architectural and engineering concepts for facilities construction to solve problems that may not be resolved by routing methods or practices. You will provide mastery of design-build/design-bid-build, source selection contracting and processes, planning, design, and construction program requirements (i.e. civil engineering, architecture, mechanical engineering, electrical engineering). You will provide expert advice to senior colleagues and communicate effectively through oral and written expressions to field questions, de-conflict issues, and defend policies. You will deliver technical products and service, utilizing knowledge of standards, codes, and practices of contracting for government services (budgeting, planning, and program management techniques) to review, assess, and resolve issues. Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Specialized experience must demonstrate the following: 1) Conducting analysis of designs, drawings, proposals, scopes of work, and/or specifications to determine cost projections; 2) Developing detailed comprehensive cost estimates for complex military facilities to arrive at the project's selected plan while maintaining cost control; 3) Applying comprehensive and intensive professional knowledge of a variety of cost resources for both CONUS and OCONUS projects; and 4) Interpreting contractual practice, plans, and specifications to perform daily tasks through interactions in computer-based programs (word processing, spreadsheets, presentation, electronic mail, Internet, and database software). Education For the GS-0801 Engineering Series applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR Successful completion of a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
