Job description

Duties You will serve as a Financial Management Analyst in the Fiscal and Supply Department, Financial Department (N4) of Naval Computer and Telecommunications Area Master Station Detachment Puget Sound. You will work with department heads in the formulations of departmental budgets, estimating the support plans, program, and activities including presenting and justifying budget estimates before higher headquarters. You will be responsible for the review and evaluation of budget requests, controlling and reporting of obligations and expenditures. You will be responsible for assisting program managers in identifying new or programmed budget growth requirements for inclusion into the Program Objective Memorandum (POM) and Five-Year Defense Program (FYDP) budget submissions. You will be responsible for coordinating the emergent Casualty Reporting (CASREP) and Anticipated Not Operationally Ready-Supply (ANORS) requisitions as required. You will be responsible for coordination and implementation of all purchase contracts and approving all corresponding invoice in Wide Area Workflow (WAWF). You will be responsible for collection of annual BCO telephony customer costs and issuing annual invoicing to each customer. You will collect all reimbursable funding, build annual Job Order Numbers, issue contract documents to Fleet Logistics Center (FLC) Contracting, and issue long distance documents to Defense Information Systems Agency (DISA). You will be responsible for all aspects of Government Purchase Card execution including monitoring all charges daily in the financial system and ensuring correct allocation Job Order Numbers are used. This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. Qualifications Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience performing audits and tracking obligations and expenditures. -Experience in managing all schedules, inventory, purchasing and supply ordering, tracking receipts and distribution of supplies, materials and equipment. -Experience adding or removing of employees, running payroll reports each pay period and making any necessary corrections in a payroll program or system. -Experience initiating and preparing performance reviews and/or approving recommended incentive awards for subordinate personnel. This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0501-11. Successful completion of a Ph.D. or equivalent doctoral degree; or Successful completion of 3 full years of progressively higher level graduate education leading to such a degree; or Possession of an LL.M., if related.
