Job description

Duties You will function as the FRCMA OCEANA Command Pay/Personnel Administrator (CPPA). You will be the customer service link between military personnel and the designated Transaction Service Centers (TSC) and Regional Support Centers. You will provide to FRCMA Oceana and attached military personnel and managers technically sound explanations of all CCPA related requirements, regulations, and procedures. You will ensure that transactions and requests are executed accurately and within required TSC deadlines. You will use the Transaction Online Processing System (TOPS) to process military personnel into and out of FRC MID-LANT. You will ensure all required forms and documents are completed accurately and routed correctly to the TSC in a timely manner. You will support the military personnel electronic leave (e-Leave) program, as well as other required Navy Standard Integrated Personnel System (NSIPS) processes. You will use Standard Navy Correspondence terminology and format and corrects rough draft input with respect to format, spelling, punctuation, arrangement and spacing of material. You will thoroughly proofread all material prepared prior to signature or transmittal. You will research files to locate documents or information requested by supported personnel. You will ensure the command's U. S. Official mail is managed and accounted for properly. Requirements Conditions of Employment Must be a US Citizen. You will be required to obtain and maintain a current valid United States driver's license. Qualifications GS-09 To qualify for the MANAGEMENT ANALYST, GS-0343-09, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Extensive experience utilizing administrative concepts and practices to carry out duties, recommend improvements in administrative procedures, and determining solutions to administrative problems. Experience reviewing incoming correspondence to determine appropriate action and checking outgoing correspondence for accuracy and adherence to policies. Experience utilizing automated office software systems, specifically Word, Excel, Access, and PowerPoint, SharePoint to produce office correspondence i.e., reports, charts, spreadsheets; coordinating meetings, briefings, and conference notes in compliance with the Navy Correspondence Manual. Experience providing travel management support functions (i.e. preparing orders, scheduling travel, making travel arrangements and verifying travel vouchers). Experience with basic military personnel and pay processes; electronic service records; dependency application ("Page 2") requirements; basic allowances and special pays; leave processes and the military e-leave program; Service member's Group Life Insurance (SGLI); travel vouchers; travel advances; and numerous other personnel support requirements. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-09 Successful completion of a master's or equivalent graduate degree OR Successful completion of two full years of progressively higher level graduate education leading to a master's degree OR Possession of an LL.B. or J.D. that is related to this position being filled.
