Nightwing is supporting a U.S. Government customer on a large mission critical development and sustainment program to design, build, deliver, and operate a network operations environment, including introducing new cyber capabilities to address emerging threats. Nightwing is seeking a Software Asset Manager to support government customers in the Washington Metropolitan Area. The Software Asset Manager provides management services for software and hardware assets belonging to and supporting the customer mission. The Software Asset Management services include maintaining an inventory of all software license, maintenance and support, and hardware assets required by customer to conduct their mission. The asset manager coordinates closely with both vendors and the customer Software Asset Management (SAM) office (within the Mission Engineering, Integration Engineering Section) to ensure customer software requirements are accurately tracked and fulfilled. Responsibilities: Identify and architect the current license management process and/or solution, bringing together software metadata, inventory, and usage information across all security enclaves into a normalized view.
Work with CISA ME to establish the Enterprise Software Asset Management capability to manage the entire software lifecycle, aggregate software asset data into a single accessible repository and reduce labor through automation. Activities include, but are not limited to:
Complete and sustain a full software inventory (desktop applications, server applications, virtual applications, concurrent-use license servers, database instances) to the SAM team. This inventory information, along with the comprehensive population of all the software contracts and license terms and conditions, and individual license entitlements provides the SAM team with an accurate license position.
Normalize inventory data to provide a singular license inventory that can then be managed against the software contracts and license terms.
Provide assessment and analysis of the SAM execution of the full acquisition lifecycle from requirements assessment, design/development, procurement, policy, and sustainment of CISA ME's commercial-off-the-shelf (COTS) software.
Acquisition Planning Support:
Provides advice and counsel working directly with SAM Government managers and the CISA user base to develop system requirements, validate software segment changes, and develop final requirements to update COTS software packages.
Work with CISA ME to finalize requirements and develop the procurement packages and request for quotes and issue to CISA approved software vendors.
Manages the proposal and procurement process to status each procurement resulting in CISA receiving best pricing and efficient, cost effective delivery to meet CISA COTS requirements.
Configuration Management Support:
Provides input to and reviews request for change (RFCs) affecting the ME Branch in respect to COTS software requirements. Work directly with CISA programs in the technical review and comments for all enterprise architecture requirements reflecting changes to enterprise networks, to include architecture changes, performance enhancements and planned upgrades and recapitalization efforts. When directed, attend and support configuration management boards and reviews.
Data Management Support:
Evaluates multiple options for development of a web based relational database tracking tools for the SAM group to support all COTS software acquisitions and associated configurations. Provide, analysis of alternatives to support final system choice and implementation.
Maximize the use and integration of commercial off-the-shelf (COTS) products and pull inventory from all software deployment systems and license managers (floating license servers) within CISA ME. Work with developers to extract software inventory information from a myriad of software deployment systems (e.g., Altiris, VMware, etc.) to provide a single aggregate picture.
Catalog and track all customer software builds, versions, updates, licenses, requests, and maintenance, including contractor procured and Software Asset Management (SAM) procured.
Coordinate SW license and maintenance renewals with SAM.
Review, submit, monitor, and status software requests and transfers with SAM using ServiceNow or other tools as prescribed by SAM.
Prepare, review, process, status and report on customer requests to add, transfer, or remove software or hardware.
Review, prepare, submit, monitor, status and report on Whitelist Change Requests (or is this TRM), waivers, etc.
Prepare, process, status, close and report on CRQs to add, transfer, or remove software or hardware/peripherals for customer staff. Required Skills: U.S. Citizenship
Must be able to obtain a Secret clearance within 1 year
Must be able to obtain DHS Suitability
Six (6) or more years of configuration management experience required.
5+ years of directly relevant Software Asset Management experience required.
Strong knowledge & exp. with software asset life cycle management processes planning, acquisition, deployment, monitoring, harvesting and retirement.
Experience with development of software asset management policies, workflows, processes, and procedures
Knowledge and experience with software asset management related international standards (e.g., ISO 19770, ISO20000/ITIL)
Experience with license management and optimization tools, software discovery tools (e.g., Altiris, ServiceNow, Flexera or similar)
Experience interpreting software licensing terms and conditions.
Experience with SharePoint and MS Office suite.
Strong knowledge of software publishers' licensing models and software deployment and use rights (e.g. Microsoft, Adobe, Oracle and McAfee).
Proficient in Microsoft Office applications (Word, Excel, PowerPoint) Desired Skills: Excellent problem-solving and communication skills. Strong teamwork and collaboration abilities. Ability to adapt to a fast-paced, evolving technology environment. Attention to detail and commitment to delivering high-quality solutions. Experience with SQL Database Server to create and generate Software Licensing reporting preferred. Required Education: Bachelors Degree in related field with at least four years of related technical experience (Additional professional experience may be considered in lieu of a degree) Desired Certifications: SAM certification preferred (e.g., IAITAM Certified Software Asset Manager).
