Job description

Duties The Senior Advisor for Workforce Relations is a Leadership Succession Planning and Development Program approved position. You will serve as a senior executive official, subject matter expert and advisor for Security Operations on matters involving workforce planning, organizational planning, labor relations and employee engagement. As the Senior Advisor for Workforce Relations, you will provide clear direction on contract interpretation and intent of the negotiations for Field leadership as it relates to the articles outlined in the CBA. The responsibilities of the Senior Advisor for Workforce Relations have Agency-wide and national impact, influence, and scope which include providing communication on behalf of SO to Field Leadership. You will have decision-making authority on behalf of SO in accordance with applicable Federal and Departmental policies, procedures, laws, and directives. As the Senior Advisor, Workforce Relations, you will coordinate respective communications with SO Field Leadership, Human Capital (HC) Labor Relations Director and Chief Counsel (CC) regarding workforce and labor relations on behalf of SO. You will have decision-making authority on behalf of SO. Such decisions may include, but not be limited to: articles being negotiated with AFGE, and advising the AA for Operations Management, HC Labor Relations Director and Chief Counsel of upcoming SO initiatives that could impact the CBA and other SO workforce issues. As the Senior Advisor for SO on Labor Relations, you will coordinate respective communications with the Human Capital Labor Relations Director regarding the CBA on behalf of the TSA ADM and Deputy Administrator (DADM). The Senior Advisor for Workforce Relations will maintain effective, collaborativerelationships with other internal and external stakeholders. As Senior Advisor for Workforce Relations, you will apply broad expertise and comprehensive and professional knowledge of current issues of a critical nature to the success of TSA and SO mission-critical programs. You will provide executive level leadership involving the performance of a wide range of managerial duties including: planning, communicating vision and objectives, assigning tasks and responsibilities, and setting priorities. You will work closely with TSA's Field leadership on workforce issues to ensure compliance with policy, the Collective Bargaining Agreement (CBA), and federal regulations. The Senior Advisor for Workforce Relations: Serves as the SO liaison on workforce and labor relations matters and coordinates respective communications on behalf of SO between SO Field Leadership, Human Capital (HC), Chief Counsel (CC), and other offices. Has a complete understanding of the Bargaining Unit Employee (BUE) workforce's duties as well as a complete understanding of the CBA. Possesses decision-making authority on behalf of SO, with regard to advising HC and CC concerning AFGE and workforce relations, including, but not limited to: notification of high-level Agency decisions; the extent of AFGE involvement in TSA matters; engagement and collaboration on joint initiatives and matters of mutual interest; and all workforce issues such as performance, conduct, time and attendance. Serves as the point of contact on behalf of SO on all workforce and labor relations matters. Requirements Conditions of Employment You must possess U.S. Citizenship. You must complete a favorable Tier 5 Background Investigation (T5). You must pass Drug Screening, subject to random drug tests. This position requires a TS/SCI (Top Secret/Sensitive Compartmented Information) clearance that must be completed prior to appointment. You will be subject to a 5-year periodic investigation and must be able to obtain and maintain a TS/SCI clearance. Disclosure of your financial information is required. Qualifications As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications (PTQs) and Executive Core Qualifications (ECQs) listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five ECQs and the PTQs listed below. We recommend that your resume emphasize your level of responsibilities, the scope and complexity of programs managed, and your program accomplishments, including results of your actions. However, you MUST address all PTQs in your resume. Professional/Technical Qualifications (PTQs): 1. Knowledge of broad labor relations, concepts, principles, policies and practices, as well as applicable laws, rules and regulations governing labor relations programs. 2. Experience in directing complex and potentially controversial labor management programs, conducting intense labor negotiations, and justifying and defending decisions impacting TSA-wide labor agreements. 3. Knowledge of airport, air carrier, and/or government crisis management plans, contingency measures/conditions, and risk/vulnerability assessment methodologies. Executive Core Qualifications (ECQs): ECQ 1 - LEADING CHANGE. This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
