Job description

Railhead Inc. is currently seeking an experienced Senior Foreign Disclosure Representative for classified operations support. Railhead provides warning and all-source analytical support to DIA's Defense Combating Terrorism Office to drive DoD policy, planning, and operational decisions to counter regional and transnational terrorism threats. We conduct mission-critical counterterrorism analysis focused on operational and strategic effects against emerging terrorist threat networks and identities operating globally with intent to harm U.S. persons, facilities, and interests. Our work includes delivering national watchlisting support to the TIDE database, providing expert assessments for the Pentagon/Joint Staff, and 24/7/365 support to DoD and senior policy decision-makers, as well as international and interagency partners, on predictive threat assessments regarding transnational and regional terrorist threats. Our analysts also support the Congressionally-mandated Prisoner of War/Missing in Action cell with analysis, collection, and 24/7 support to the U.S. government for global hostage threats or events against U.S. citizens. Responsibilities: Prepare and processes foreign disclosure requests and propose recommendations to the Government per U.S. disclosure and release policies and guidance.
Reviews various products for release, ensuring all sources have been identified and appropriate security classification markings are applied.
Verifies sources against product content.
Maintains record archives of disclosure requests and adjudications and responds to requests for data; proposes disclosures or releases of information after technical and substantive reviews of information; advises on foreign disclosure policy and procedures in accordance with the Foreign Disclosure program; and tracks and maintains records for decisions concerning disclosure.
Possesses in-depth knowledge and experience in IC and DoD policies and procedures for determining the releasability of classified information.
Prepare responses to Freedom of Information Act (FOIA) requests.
Ability to explain and apply information from National Disclosure policy-I and/or IC guidance/directives, to include the latest Controlled Access Program Coordination Office (CAPCO) classification guidance.
Qualifications: TS/SCI w/ CI poly
Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.
Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education: or have Bachelor's degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master's degree.
Demonstrates understanding of the 200 Series of ODNI's ICDs: 203 - Analytic Standards, 206 - Sourcing Requirements for Disseminated Products, and 208 - Write for Maximum Utility.
