Job description

Duties You will coordinate the efforts of technical area experts who are available to assist with the Technical IT aspects of the project and help address technical issues. You will analyze and define data requirements and specifications. You will develop and administer data standards, policies, and procedures. You will perform needs analyses to define opportunities for new or improved business process solutions. You will ensure the integration of all systems components such as procedures, databases, policies, software, and hardware planning systems implementation. This is a Cyberspace Workforce position, work role code 641, proficiency level Basic the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 or NH-II grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: designing, developing, installing or implementing databases; and developing overall functional and systems requirements and specifications to ensure the application of information security/information assurance policies, principles, and practices to the systems analysis process. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. One or more of the following Knowledge, Skills, and Abilities are desired but not required: Experience with software development and software integration. Understands CI/CD pipelines, containerization, and modern software delivery methodologies Software development management experience using Agile and/or the Waterfall method Experience in short- and long-term planning, analysis, development, testing, delivery and maintenance of systems/software Knowledge of Command and Control (C2) and weapon systems Experience in the integration/refresh of COTS/GOTS/new technologies Experience in working within a distributed, multi-functional integrated product team (IPT). Understanding of Defense Acquisition Systems Engineering Process This position is covered by the Department of Defense Priority Placement Program. This is a Defense Acquisition Workforce position. Employee must be able to obtain and maintain a Engineering & Technical Management (ETM), Practitioner acquisition certification within 60 months in accordance with DoD Instruction 5000.66. Failure to meet these certification and Continuous Learning Point (CLP) requirements per the DoD Instruction could result in disciplinary action and/or removal from employment.
