Summary You will serve as a TECHNICAL INFORMATION SPECIALIST in the PUBLISHING BRANCH (N53000), DOCTRINE DIVISION (N5D) of the DOCTRINE, CONCEPTS, ANALYSIS, LESSONS LEARNED, and HEALTH SERIVICES INTEGRATION DEPARTMENT (N5) of NAVY WARFARE DEVELOPMENT CENTER. Duties You will be responsible for the administration of NWL user accounts including creation, deletion, and assignment/management of access authorities. You will organize organizational management metadata for NWL publications, including categorization, cataloguing, and segregation of publications. You will develop specialized virtual distribution groupings and lists that are tailored to specific fleet user needs. You will manage accessibility controls for NWL publications (NATO/non-NATO) and ensures proper control of U.S. unclassified and classified material. You will ensure the replication of information and publications between classified and unclassified networks with meticulous attention to procedure and protocols. You will manage computer databases (Microsoft Access-based, tailored application) containing ashore and fleet commands used to support tracking and distribution of doctrine publications. You will record history of publication posting, inventories, and archiving. Transfer of archived publications (electronic or hardcopy) to National Archives and Records Administration for memorialization. You will provide training and technical support of fleet users in the use of NWL systems including search, organization, and reporting tools. You will perform maintenance of distribution mailing lists, including temporary and permanent command homeport or deployment changes. You will account for thousands of physical copies of publications, including optical discs. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. You will be required to obtain and maintain a current valid United States driver's license and have the ability to drive a government vehicle onboard the naval station. You will be required to obtain and maintain an interim and/or final SECRET and NATO SECRET security clearance prior to entrance on duty. Failure to obtain and maintain required level of clearance may result in withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications To qualify for a GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience displaying technical knowledge of Navy doctrine, allied publications, multinational publications, and related warfighting publications used by the Navy.
Experience applying practical knowledge of techniques for organizing, accessing, and disseminating information.
Experience demonstrating a fundamental understanding of SharePoint, Microsoft products, and software used in providing an online library to fleet users.
Experience categorizing, creating, and summarizing metadata related to Navy publications.
Experience displaying familiarity with administration of the back-end features of software.
