Job description

Duties You will serve as Director and program manager for NIWDC Electromagnetic Warfare Datatbase functions. You will promote and oversees the implementation of business/information engineering strategies and methods for development of EW data management initiatives. You will act as the Commander's EWD subject matter expert (SME), leading the command's effort to develop and implement the EWD mission and its FDM and EWR support missions for the Navy. You will provide oversight and review of EW data architecture to ensure effective integration of data and information as required by the Navy and Joint Services. You will manage and identifies requirements in support of EW data management in support of Live, Virtual, and Constructive training. You will perform the full range of supervisory duties for a staff of primarily professional, full performance and expert employees that make up the Navy EW Reprogrammable Systems Support Program. You will plan and assign work to subordinates determining work schedules and priorities. You will evaluate performance of subordinates. You will develop, coordinate and implement support to the Navy's lifecycle EWR Systems Support Program You will manage and develops annual EWD Directorate financial budget portfolio for the NIWDC enterprise. You will direct the analysis of EWD related cost estimates, Program Objective Memorandum (POM) and Budget Execution Review (manpower, training, and fiscal). You will advise Commander NIWDC, Chief of Staff, Subordinate Command Commanders/Commanding Officers, and other NIWDC's executive staff on all training and related budget/manpower matters within the scope of EWD responsibility. You will act as the command's EW Subject Matter Expert for Artificial Intelligence / Machine Learning (AI/ML). Requirements Conditions of Employment Must be a US Citizen. You will be required to obtain and maintain a U.S. Passport This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience, master of and skill in applying advanced database and EW reprogramming principles, concepts methods, standards, and practices sufficient to accomplish assignments such as developing and interpreting policies, procedures, and strategies governing the planning and delivery of EW data and reprogramming libraries to meet Fleet mission requirements. Experience, mastery of and skill in applying interrelationships of multiple EW reprogrammable systems, EW Database architecture; new EW system and database developments and applications; emerging technologies and their applications to business processes; security concepts, standards and methods. Experience and knowledge of project management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments. Experience and knowledge of different types of hardware to include afloat EW systems, information distribution infrastructure, cloud computing, networking equipment and understand the interrelationships of all related equipment and systems. Experience and skill in providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical EW, EW database, and reprogramming issues. Experience and skill in oral and written communication techniques sufficient to communicate complex technical requirements to non-technical personnel and to prepare and present briefings to senior management officials on complex/controversial issues.
