Job description

Essential Area of Responsibility: • All areas of responsibility listed below are essential to the satisfactory performance of this position by any/all incumbents, with reasonable accommodation, if necessary. Work responsibilities may vary, depending upon assignment. • Onsite contract representative would serve as Fleet Experimentation (FLEX) Specialist in planning and executing FLEX events while objectively collecting and analyzing data to develop findings and actionable recommendations to drive capability development, investment, and transition outcomes. General Functions/Duties: • Conduct rigorous analysis and evaluation of concept development, including examination of various proposals/positions or tests.
• Provide primary analysis support for fleet experiments.
• Assist in developing experiment objectives, plans, and recommended courses of action throughout the lifecycle of the experiment.
• Develop the best methods/approaches to establish underlying data relationships based on experiment objectives.
• Assist in the KM of experiments using government-provided portals or websites for event, initiative, and analysis document development.
• Provide technical and tactical subject matter expertise to NWDC government and contractor leads for experimentation events/initiatives.
• Conduct coordination with principal stakeholders of FLEX efforts.
• Assist and advise in aligning and coordinating experimentation initiatives with Fleet events and venues.
• Develop or assist in developing the data collection and analysis plan and experiment plan.
• Produce post-experiment briefings and support.
• Develop final experiment reports based on analytical rigor.
• Develop post-experiment doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy (DOTMLPF-P) recommendations. Experience:
• Competence in rigorous methods of scientific inquiry and analysis.
• Ability to utilize statistical analysis, simulations, predictive modeling, or other methods to analyze information and recommend practical solutions.
• Possess strong writing skills, enabling the preparation of briefs, white papers, and other documentation related to Navy experimentation at the Flag Level.
• Secret Clearance and be eligibility for TS SCI clearance. Desired Education: • BA/BS degree in Operations Research or at least 24 semester hours in related coursework .
