Job description

Duties You will formulate budget and cost estimates to support plans, programs, and activities. You will review and evaluate budget requests and report obligations and expenditures. You will develop, determine, and interpret budgetary policies, practices, and procedures. You will research and locate accounting, budgetary, and financial information and prepare summaries for use by managers. You will use a variety of accounting systems to analyze, forecast, and control resources/funds for special programs, payroll, and travel. You will interpret and apply laws, regulations, and policies, to specific financial requirements applying appropriation law, accounting and budgetary policies and regulations and appropriations. You will verify Statements of Work (SOW) for completeness, correctness, consistency, compliance, or authenticity. You will inform OPTAR holders of approved budgets while updating them on the status of requirements and the level of execution for current and prior fiscal years and respond to customer inquiries within 24 hours. You will determine the priority of work to be accomplished to meet organizational deadlines and adjust work schedule to meet changing or emergency requirements. You will monitor commitments, obligations and expenditures for assigned programs/funds and provides funds status reports to assigned OPTAR holders. You will extract financial information from databases to ensure compliance with financial regulations. You will develop and brief recommendations to Budget Officer/Comptroller and inform management when reprogramming actions are needed. You will create dashboards using visualization for use by managers. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26. Qualifications To qualify for a GS-09, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience interpreting and applying budgetary policies, precedents, procedures, regulations and guidelines of a functional area. Experience identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding. Experience utilizing administrative and financial management systems. Experience formulating budget estimates for programs in which funding requirements have changed significantly. Experience exhibiting a high degree of skill in analytical reasoning, ability to apply skill to the identification, analysis and conceptualization of budgetary problems and development of alternative solutions is required. Experience using Department-wide financial system and reporting requirements sufficient to plan and conduct financial studies and write reports; conducting financial reviews, determining compliance with generally accepted accounting and financial management principles and standards. To qualify for a GS-07, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying functions, goals, objectives, work processes, and funding sources sufficient to related needs and accomplishments to anticipated or actual dollar figures. Experience implementing budgetary, accounting, and/or financial administration practices, procedures, regulations and policies of the organization. Experience working with financial and accounting systems such as Standard Accounting, and Reporting Systems-Field Level (STARS-FL) and Command Financial Management Systems (CFMS-F), and governing policies and procedures imposed by financial control agencies. Experience analyzing source information and applying it to specific areas of work. Experience researching to locate accounting, budget and financial information to prepare summaries for use by higher-graded analysts.
