Job description
Summary You will serve as a FACILITY OPERATIONS SPECIALIST of COMNAVSURFLANT. Duties You will provide a wide variety of complex administrative and technical support functions for all CNSL buildings assigned. You will develop an integrated management plan/project schedule for each assigned project. You will be responsible for managing the operations and maintenance of assignedbuildings, grounds, physical plants, utility systems and roadways, and other specialized services associated with real property management. You will conduct and attends periodic meetings and visits to identify any facility problems that have developed to facilitate work execution, and to represent and provide advice on the supported tenant's projects. You will assist and brief supported tenants on the Public Works department organizations and how they work with regards to requesting work, funding jobs, and related policies. You will provide assistances on maintaining and achieving acceptable efficiency levels for assigned programs. You will provide initial diagnosis of problems within their facilities or obtains assistance from CNSL enlisted personnel assigned through the Common Support Directorate or NAVFAC. You will coordinate with NAVFAC in planning major renovations and construction projects,based on forecasted building and land utilization. You will prepare and/or coordinate independent government estimates and formulates operating procedures and policies in accordance with applicable established guidelines. You will utilize administrative and management skills and abilities to accomplish themission. You will prepare initial design concepts, programming documents, cost estimates, economic analyses, plans and specifications.You will monitor the emergency/service. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Expert Facility Operations Specialist who has mastered the knowledge
and skill in applying, a comprehensive range of principles, concepts and practices concerning equipment, facility or service operations with complicated technical requirements. Expert knowledge of, and skill in applying, a comprehensive range of principles,
concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Experience and comprehensive knowledge of a wide range of management and organizational concepts, principles and practices as it relates to facility maintenance, infrastructure support equipment, construction safety principles, planning and budget planning, programming and execution. Experience and knowledge of facility and facility equipment principles
and techniques used to establish initial repair and replacement factors and determine the
condition of shore facilities. Experience and practical knowledge of the Military Construction Design process and with master planning processes. Experience and thorough knowledge of the management of facility engineering activities at complex facilities sufficient for ensuring uniform compliance for the entire facility with Federal, State, Local laws, DON/NAVFAC policies, procedures, and engineering and construction codes/practices. Experience and skill in making oral and written presentations in a clear and concise manner to senior level officials; includes the ability to prepare in-depth written reports that are organized, logical, and complete; and where applicable be able to gather, analyze, and evaluate information concerning facility management processes, draw conclusions, and recommend appropriate corrective actions or actions to improve economy and efficiency of operations.
