Job description

Duties You will plan, schedule, and execute of all elements of the NAVSEA mandated Contract Quality Assurance Program (CQAP) with respect to the assigned QA Program functional area. You will ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. You will lead the team in identifying, distributing and balancing workload and tasks among employees in accordance with work flow, skill level and/or occupational specialization, making adjustments in accordance with established priorities. You will train or arrange for the training of team members in methods and techniques of team building and work in teams to accomplish tasks or projects, and provide or arrange for specific administrative or technical training necessary. You will monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met. You will prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation and communication of work-related information to the supervisor. You will represent the team consensus and convey the team's findings and recommendations in meetings and dealings with other team leaders, program officials, the public and other customers. You will plan, develop, organize, administer, evaluate, coordinate and implement a comprehensive Contract Quality Assurance Program designed to ensure that the Contractor meets its responsibilities for product and process quality. You will plan for new or modified contracts including coordination of resource needs with the appropriate Program Coordinator for the assembly and coordination of a contract review team. You will review the results received from in-process inspections and statistical techniques that were used for evaluations, approving corrective action based on the recommendations of the assigned Quality Assurance Specialist (QAS). You will review the recommendation/evaluations/status received from the assigned QAS in order to determine the need for a particular audit. You will review the current quality profiles that cover the assigned functional area. You will ensure that designated document reviews are completed by the QAS, identifying necessary resources, coordinating timeframes and review activities and document the findings and recommendations for documentation changes. You will identify corrective actions that need to be taken as a result of document reviews, evaluation, surveillance and audits, and for coordinating the implementation of same. You will conduct complex investigations of quality-related problems within assigned functional area(s), preparing detailed reports summarizing factual data, discussing methods used, and problems analyzed, stating conclusions and recommendations. You will conduct on-site audits and surveillance (on ship and within production shops) of installation, fabrication and testing activities. You will attend routine and special meetings for ship key events and other meetings such as critiques, fact-findings or quality problem resolution meetings, acting and participating in the meetings as the representative on quality matters. You will analyze quality data to determine a quality profile. You will conduct evaluations of the Contractor's quality procedures and installed/fabricated hardware. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-11) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading quality assurance efforts in procurement, construction, and repair of ships or submarines to oversee audits, evaluations, and corrective actions in order to ensure compliance with a quality assurance program and enhance product quality.
