Job Description

Supporting FCC's FID/CDD, the contractor shall assist with the development, integration, and publication of Army Operating Concept (Client) Cross-Functional Annexes (CFAs), Gaps, and the execution of learning campaigns to provide the intellectual and analytical rigor to underpin the concepts. The contractor shall assist in:

Development of conceptual ideas for the CFAs and ensuring those ideas are horizontally and vertically integrated with those identified in the other elements of the Army Concept Framework.

Reviewing and recommending approval of required capabilities described in Appendix B of CFAs.

Reviewing of concept required capabilities (CRC)/required capabilities (RC) and providing feedback on construct and alignment across the joint and Army series of concepts.

Reviewing and providing feedback on Future Capability Workbooks.

Ensuring the learning demands in support of CFA development and refinement are included, as appropriate, in the AFC Campaign of Learning series of tasks and events and are properly annotated in the Forge Database.

Providing capability developers continued feedback with regards to learning needs and events (e.g., Experimentation, AoA, Soldier touchpoints) necessary to determine materiel and non-materiel gaps associated with CFA required capabilities and identify and implement DOTMLPF-P solution sets. This feedback will be inputted and updated in the Forge Database.

Assist with Threat Based Assessments/Capability Based Assessment efforts. Specifically, assist with TBA/CBA PH III Solution Analysis (mitigation).

Overseeing Gap Mitigation Running Estimate based upon engagement with CDIDs, DEVCOM, and CFTs.

Attend planning conferences and events as necessary to identify learning demands.

Support FCC FID Quarterly Integration Forums (QIFs).

Required Skills & Experience

Bachelor's degree

Successful completion of Army CGSC or service equivalent

20 years Defense-related experience

Active Secret Clearance

processes that include: DOTMLPF-P domains and analysis, JCIDS process and capabilities development, Capabilities Based / Threat Based Assessments (CBA/TBA), and Top-Down Futures Development Process (TDMP)

Knowledgeable in Microsoft Office Suite
