Job description

This role is to support Competitive Proposal bids as the Proposal Manager on proposals ranging from $20M to over a $500 million dollars for responses for U.S. Government issued Requests for Proposal (RFP), Requests for Information (RFI), and Sources Sought. The Proposal Manager participates in capture planning and strategy development, leads the full life cycle of the proposal process, and works closely with the Capture Manager, Operations, Contracts, Pricing, and external teammates and/or subcontractors to produce the final response document and follow-up on customer requests under strict deadlines. Expectations of successful candidate will include: Further development and refinement of our proposal methodology, lifecycle, processes, templates and tools. Oversight for proposal operations ("manufacturing floor view and tracking") including Proposal Coordinators. Participation in proposal development team planning and execution, reviewing Request for Proposal (RFP) requirements, conducting analysis on RFP, leading video/oral proposals and/or segments, and assessing strategy for responding to requirements.
Additional requirements include performing all tasks related to our Win Plan: leading proposal teams, preparing support artifacts, and managing proposal development activities. In addition, the candidate will be responsible for assessing and ensuring compelling, complete, and compliant proposal responses reflect win strategy elements and align to evaluation factors and criteria. Primary Responsibilities
• Lead and manage the full life cycle proposal process from Pre-Proposal Phase through Post Proposal Phase, to include, producing a compliance matrix and proposal schedule, assigning deliverables and managing technical writing team and graphic designer, creating proposal response outlines, ensuring technical solution sessions, drafting non-technical sections, compiling and editing supplied content, and scheduling and leading the kickoff meeting, stand-up meetings, and color reviews
• Manage multiple proposals and related tasks with sometimes rapid turnaround deadlines, balancing milestones and due dates - document, publish, and follow-up on action items from proposal meetings
• Develop templates for all proposal development materials including but not limited to proposal outline, compliance matrix, proposal management plan, proposal kick-off meeting materials, storyboard and writing plans
• Engage in capture planning process and contribute to bidding strategy development
• Assist in organizing and conducting solution meetings to establish win strategy, technical solution, win themes, discriminators, compliance, and clear understanding of the requirements are well-articulated and consistent throughout final proposal documents
• Decompose technical and management requirements of Federal Government solicitations (e.g., RFPs, RTEPs, RFIs)
• Assemble proposal teams and suggest internal and external resources
• Manage the proposal efforts, schedule and personnel for internal reviews and color teams, ensure compliance, and final submission - Hold reviews to ensure capture process is moving forward
• Review completed storyboards and proposal sections to address requirements and meet customer page limits
• Facilitate proposal reviews (e.g., pre-proposal through final color teams post-submission) and make ongoing recommendations and providing edits to ensure compliance and increase proposal scorability
• Manage writing, editing, and rewriting guidance and assignments, graphics development and receipt of all proposal materials with authors and teaming partners in accordance with the project timeline - edit the language to ensure a consistent tone and voice
• Maintain configuration management of proposal content - draft and rewrite sections of proposal, as required
• Keep current on government regulations and commercial trends including adhering to compliance with Service Contract Act, Davis Bacon Act and other Federal regulations, as required
• As needed, develop targeted questions and interview technical and program management staff to extract critical information necessary to develop technical and managerial solutions
• Monitor and remain current on all amendments and modifications to the solicitation, and/or additional information necessary to obtain and provide updates to bid team • Support other Proposal Operations activities (e.g., content databases, SharePoint library management) as needed, and manage collaborative workspace (SharePoint) to maintain document control
• Collect and provide feedback and lessons learned to help improve the quality of proposal responses, boilerplate content, tools, and processes as part of proposal closeout
• Guide and mentor Junior Proposal Managers / Proposal Coordinators teaching them good proposal management techniques and ensuring they adhere to processes and procedures Basic Qualifications
• Bachelor's Degree with at least 10+ years of related experience, 5-8+ years' Federal government proposal management, volume lead, support, and/or writing experience
• Lead and supporting proposals from $20M to over $500M with a wide variety of solicitation size, complexity, and submission window
• Understanding of, and experience with, the Federal procurement process and regulations (e.g., FAR)
• Experience with IDIQ and or task order proposal
• Experience with traditional video, live orals, and / or demonstration proposals
• Evidence of a successful track record of high quality, high scoring proposals
• Excellent writing, organizational, and communication skills
• Ability to work to meet deadlines (nights, weekends, and holidays at times)
• Ability to develop and/or assist technical and capture personnel in developing compelling themes, discriminators, and messaging
• Ability to work well both in a team and independently
• Up-to-date knowledge of marketing, editing, graphic design, and other relevant proposal best practices
• Experience with color team reviews
• Excellent proposal and project management skills with the ability to manage diverse proposal teams of various sizes and interface with executive management.
• Ability to manage multiple projects simultaneously
• Ability to manage geographically disparate teams
• Ability to create original content using interview and research techniques
• Fluency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and SharePoint
• Demonstrated experience in proposal writing covering all typical solicitation sections (e.g., Management, Technical, Staffing) Preferred Qualifications
• Formal proposal management training (Shipley) and/or relevant certifications (e.g., APMP, PMP) and self-direct work tasks following the established activities in the Shipley/APMP
• Ability to work in a fast-paced environment while managing multiple proposals and tasks with competing priorities
• Proofread and edit content for clarity, grammar, syntax, and consistency
• Assist with opportunity identification, research, and RFI development
