vTech Solution is looking for a bright and dynamic incumbent for the position of Proposal Pricing Specialist /Analyst. The incumbent will work with the Management and Proposal Team to allow the organization to make effective decisions regarding bid and proposal efforts. The Specialist/Analyst will be responsible for ensuring that proposals are created in accordance with organizational policies, customer requirements and regulatory requirements and will assist in the preparation of management review materials.

Primary Responsibilities:

Proposal Pricing Specialist/Analyst is a key part of the proposal pricing process. They prepare budgets and budget narratives by gathering and analyzing costs to develop and revise proposal budgets.

  • Develop and prepare the cost/price proposal volumes in response to Request for Proposals (RFPs), Request for Quotes (RFQs), and Statement of Work (SOW)
  • Develop complex pricing spreadsheets and generate original content for the price/cost narratives
  • Review RFP/RFQ and SOW for cost requirements and identify any cost and pricing concerns
  • Assist with the development of proposal pricing structures
  • Assist the proposal team with Work Breakdown Structure (WBS) creation
  • Work with technical team to develop cost estimates
  • Ensure cost/price volume compliance with the solicitation, Federal Acquisition Regulation (FAR), and Cost Accounting Standards (CAS)
  • Prepare and respond to fact find or audit questions
  • Assess cost and pricing impacts of changes
  • Update proposals for changes
  • Assist with process improvement initiatives
  • Support internal and external audits
  • Assist with ad hoc requests and special projects

Qualifications and Skills Required:

  • Bachelor's degree in accounting, Business Management, Finance, Economics, or closely related discipline with a minimum of 5 years of relevant professional experience in staffing of personnel rates. Will consider an additional 4 years of work experience in lieu of degree.
  • Minimum of 5 years' experience working in pricing federal government contracts, specifically personnel pricing, researching compensation, and reviewing/understanding Requests for Proposals (RFP).
  • Strong analytical, problem solving, math skills, and general finance acumen.
  • Demonstrated self-starter with strong attention to detail.
  • Demonstrated ability to meet deadlines, and the ability to handle multiple tasks in a fast-paced environment.
  • Demonstrated ability to work in a team environment and communicate with a variety of stakeholders.
  • US Citizenship required and must successfully pass a background investigation.
  • Knowledge of FAR/DFARS and other Government Regulations
  • Knowledge of the Service Contract Act and other government-related applicable standards and regulations
  • Strong proficiency with Microsoft Office suite (Excel, Word, and PowerPoint).
