Bluehawk, LLC is seeking a Proposal Manager to be responsible for leading and managing the full proposal lifecycle for complex government contracts. You will leverage your business development and capture management expertise to identify opportunities, develop winning strategies, and deliver compelling proposals. This role is ideal for a strategic thinker with a passion for the defense and intelligence sectors, capable of driving growth through effective proposal and capture management. Responsibilities Lead and manage the end-to-end proposal development process, including planning, scheduling, and coordinating resources to ensure timely delivery of high-quality proposals.
Collaborate with business development teams to identify and qualify new opportunities within the defense and intelligence communities.
Develop and implement capture strategies, including competitive analysis, customer relationship building, and win strategy development.
Prepare and present proposal content, incorporating technical, management, and cost components, ensuring compliance with RFP requirements.
Engage with cross-functional teams to gather inputs, align proposal responses with client needs, and craft persuasive narratives.
Conduct post-submission analysis and lessons learned reviews to continually improve proposal quality and win rates.
Build and maintain relationships with key stakeholders, including government clients and industry partners, to support business development objectives.
Ensure all proposal activities comply with internal processes and government regulations Qualifications Qualifications: An active TS/SCI required
Bachelor's degree in Business, Marketing, or a related field. An advanced degree is preferred
Minimum of 5 years in business development, capture management, and proposal management within the defense or intelligence sectors, with active experience within the past 12 months.
Strong project management abilities, excellent written and verbal communication, and proficiency in proposal development tools and software.
Demonstrated ability to manage multiple proposals simultaneously and work effectively under tight deadlines.
Proven track record of successful business development and capture management, with a thorough understanding of government contracting processes and requirements.
