Company Overview Full Spectrum Operations LLC (FSO) is a SDVOSB JV between American Communication Solutions LLC, an SBA VetCert verified SDVOSB, and By Light Professional IT Services LLC (By Light). FSO is looking for personnel to support the Regional Network Enterprise Center (RNEC) Joint Base Langley-Eustis (JBLE), Virginia, Local Network Enterprise Center (LNEC) Fort Gregg-Adams, Virginia, and Joint Expeditionary Base Little Creek Fort Story (JEBLCFS), Virginia, with classified and unclassified communication systems support. Personnel will provide Site Management, Infrastructure Operation and Maintenance (O&M) - Unified Communications, Inside Plant (ISP), Customer Service Telephone, Outside Plant (Cable) (OSP), Battery Maintenance, Cable Locates; Systems Management - Mission Server, Automation and Network Support, Cybersecurity, and Tier II Customer Support; Land Mobile Radio; and Configuration Management support. Work is on site and core duty hours are 0700 - 1700, Monday through Friday, excluding Federal holidays. All personnel will work an 8-hour workday. Responsibilities Be the Contractor's on-site representative and be responsible for the performance of all work identified in the performance work statement.
Be physically available within 30 minutes during normal duty hours and two hours of notification after duty hours to meet with Government representatives at the work site location.
Oversees the daily management of all assigned personnel.
Creates and maintains project schedules that include daily tasks and milestones.
Creates and edits briefings, standing operating procedures, plans and reports.
Maintains records and documentation for all equipment and services performed.
Ensures all deliverables are provided with viable information and on time.
Develop, implement, and maintain an effective Quality Control System.
Ensure personnel complete and maintain all required training and certifications.
Implements property policies and procedures to ensure accountability of all assigned vehicles, tools, and test equipment; both Contractor Provided Property and Government Provided Property.
Implements safety policies and procedures to ensure the safety and well-being of personnel employed.
Support after duty hour emergency maintenance requirements that include the restoral and/or other actions that cannot wait until normal duty hours.
Perform other duties as required. Required Experience/Qualifications Education: Possess a post-secondary degree, bachelor's degree or higher.
Minimum of eight years' experience as an Information Technology (IT) Manager.
Qualified to support ISP requirements to include the installation, operation, and maintenance of voice and infrastructure services.
Proficient in site safety, site surveys, blueprint reading, bonding and grounding (earthing) and firestopping practices.
Knowledge of I3A standards and procedures.
Able to interpret blueprints, applying a standards-compliant labeling scheme (e.g., ANSI/TIA-606).
Able to troubleshoot Unshielded Twisted Pair (UTP) link/channel with a certification test set.
Able to troubleshoot an optical fiber channel with an optical time domain reflectometer (OTDR).
Experienced on the testing and installation of CAT5/CAT6 cable.
Has user level experience with Microsoft Windows OS, Microsoft Office Products (including Visio) and Adobe Acrobat.
Fluent in the spoken and written English language, to include the usage of technical terms commonly used in information technology (IT), network routing and switching, telecommunications, IT maintenance, and technical control facilities.
Foundational Personnel Certification: Possess an Advanced certification identified for the DoD Cyber Workforce Framework (DCWF) workforce role Technical Support Specialist - Work Role ID: 411. CompTIA Security+ or GIAC Foundational Cybersecurity Technologies (GFACT) or Certified Network Defender (CND) or GIAC Security Essentials Certification (GSEC).
Foundational Qualification (Experience) - Shall possess an Advanced Proficiency level with 70% of the Knowledge, Skills, and Abilities (KSAs) associated with the DoD Cyber Workforce Framework (DCWF) workforce role Technical Support Specialist - Work Role ID: 411.
Residential Qualification (Certifications) - Project Management Professional (PMP) or Certified Associate Project Manager.
Residential Qualification (On-the-Job) - Information Technology Infrastructure Library (ITIL), Information Technology Service Management (ITSM); Army IT Metrics Program; and the Army AITP Service catalog.
Has the ability to interface with management and brief senior leadership on status of program status and risks (both technical and programmatic).
Has an in-depth understanding of Command, Control, Communications, Computers, and Information Management (C4IM) in support of the Department of Defense. Preferred Experience/Qualifications Supported the U.S. Army or other DoD Agency.
