Job description

Duties Serve as the Defense Technical Information Center's expert and primary contact on all matters related to the Records Management Program and Archival Program. Advise senior management, the General Counsel, and the Chief Information Officer on creation, and management of records, keeping senior management informed on current and projected operation requirements, issues, legislative, and regulatory matters. Build records management functionality into the DTIC enterprise and information architecture and to ensure that all DTIC information systems incorporate records management functionality appropriate to the records information assets they support. Establish rules of conduct to ensure that all personal information contained in any system of record is safeguarded and all organization personnel are trained and instructed to that level of effort. Serve as the DTIC liaison with DoD Office of the Chief Information Officer (DoD CIO) and the National Archives and Records Administration (NARA), including the Office of the Federal Register, regarding DTIC related NARA issues. Organize and coordinate a variety of training and briefing opportunities for DTIC new employees, senior management, information technology staff, records management liaisons, and others in conformance with NARA regulations. Qualifications Time in Grade: For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service. For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service. Specialized experience is defined as: Experience planning, administering and/or coordinating major records management activities; developing, implementing, administering, and leading a comprehensive archival program; directing a long range electronic records project, providing training on the principles and practices of electronic records and information management, and/or serving as a division or agency advisor on the taxonomy and metadata requirements for electronic records; managing diverse records, such as electronic, paper, photographs, microforms, audiovisuals, and electronic media, in the scheduling, offsite storage coordination, and formulation and delivery of records life cycle training; building records management functionality into, coordinating to assure records management technology in use is consist with an enterprise and information architecture and to ensure that all information systems incorporate records management functionality appropriate to the records information assets they support; AND assisting staff in the development of electronic file plans to ensure conformance with NARA standards/guidance and appropriate national and international professional records/information management standards. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.
