Join us and be part of something extraordinary. ARServices is seeking an Acquisition Specialist to work in the Ft. Belvoir, VA area. An Acquisition Specialist will join our team supporting the Defense Threat Reduction Agency (DTRA) Research & Development Directorate (DTRA RD). Overall duties involve advising and assisting government program managers on DoD acquisition project management support. The ideal candidate for this position can evaluate and advise on warfighter needs within department of defense authorities, plans, and capabilities to help develop detailed defense acquisition procurement request packages and financial strategies. We initiate and respond to all acquisition related tasks planning and tracking procurement projects from advance planning for follow-on work to execution year commitments, obligations, expenditures, and milestone management. We ensure proper sequencing of events and budgets throughout the acquisition management lifecycle for each project within assigned programs. The successful applicant will serve as a primary action officer to coordinate the acquisition of research and development for technology focused Counter-Weapons of Mass Destruction (C-WMD) capabilities. A qualified candidate will perform the following duties and responsibilities, but are not limited to:
-Support and protect a classified program executing government guidance.
-Provide acquisition planning, programming, budgeting, and execution (PPB&E) advice and support for defense technology research and development projects in accordance with Federal Acquisition Regulations and DOD Directive 5000.01.
-Research, scope, assess and formulate viable procurement options for various acquisition strategies and contracting vehicles tailored to requirements and constraints of the Agency, the FAR, and the DFAR in support of R&D.
-Provide advice and support recommending acquisition strategies for optimizing resources and minimizing program, delivery, and capability risk.
-Assist in the development of acquisition strategies and procurement documents to include conducting market research, drafting statements of work, developing Independent Government Cost Estimates (IGCE), and preparation of other procurement documents with acute attention to detail for successful funding and execution of DoD Research Development Testing & Evaluation (RDT&E) projects.
-Advise government program managers on available courses of action for defense acquisition vehicles to meet various needs for RDT&E investments.
-Support government program managers as lead action officer from development of broad area announcements and/or request for proposals up through contract award and administration functions to support acquisition plans.
-Support development and management of execution year program spend plans recommending acquisition vehicles within the Economy Act or federal contracting mechanisms to award technology development that closes warfighter CWMD gaps.
-Draft correspondence, program briefings, etc. for government approval.
-Coordinate with government financial managers, budget analysts and financial points of contact at performer sites and end users.
-Prepare and maintain program management execution reports including research on unobligated commitments and unliquidated obligations.
-Support the overall management of R&D projects related to cost, schedule, and performance to include thorough documentation preparation, monthly performance review and reporting reconciliation. Security Clearance Requirement:
Active/current Top Secret minimum with the ability to obtain/maintain a SCI clearance. Required Qualifications:
-BA/BS degree preferably in acquisition, management, finance, accounting, or other business related area.
-Overall 5-10 years of experience managing acquisition planning, contracting and program management, working within the DoD preferably with RDT&E funding.
-Overall experience includes 2+ years of experience forecasting future financial requirements and preparing a spend plan.
-Expertise in Department of Defense Acquisition including extensive knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
-Experience tracking reporting from performers against planned milestones and execution against planned performance.
-Experience synthesizing information and delivering written and verbal executive summaries for senior leaders.
-Experience developing and presenting complex information to senior Government officials using Microsoft Office applications including data visualizations to produce pivot tables, bar graphs, pie charts, etc.
-Ability to manage stakeholder expectations within an integrated project team and recommend course of action based on an analysis of alternatives to government program manager.
-Must also be able to travel 10-15% of the time in performance of duties of the position. Preferred Qualifications:
-MBA graduate degree.
-Former member of Defense Acquisition Corps and or experience in acquisition in a Program Management Office (PMO) or Service Headquarters.
-Prior DTRA and/or military experience.
-Acquisition management tool experience in: Defense Agencies Initiatives (DAI), Wide Area Work Flow (WAWF), and Joint Integrated CBRN Analytic Platform (JICAP).
-Professional experience culminating in a minimum of 5 years as a project manager.
-Work experience with the SOCOM community, experience with Special Operations, Counter-Proliferation (CP), CWMD technologies, familiarity with detection and defeat of chemical, biological, radiological or nuclear weapons.
-Analytical research assessing defense threats and market research for state of art technology development.
-Professional certifications such as Certified Defense Financial Manager (CDFM), Certified Government Financial Manager (CGFM), or PMP certification from Program Management Institute.
-Acquisition Program Planning and Project Management Training (e.g., met certification standards for DAWIA Program Management and/or Defense Acquisition University project management course work).
