The Intelligence Center Acquisition Department (N943), within the MITRE Intelligence Center, supports the business side of mission by helping the sponsor leverage its buying power and enhancing overall acquisition effectiveness. We are seeking an experienced Lead IC Contracts and Acquisition Professional to join our team, which is primarily centered on the McLean campus; project assignments may require work at various Sponsor locations in the Northern Virginia area (generally within 25 miles of MITRE McLean). Job Description: We are seeking an experienced Lead IC Contracts and Acquisition Professional to join our team, which is primarily centered on the McLean campus; however project assignments may require work at various Sponsor locations in the Northern Virginia area (generally within 25 miles of MITRE McLean). The selected candidate will: Be primarily responsible for leading and/or contributing to one or more concurrent MITRE efforts delivering Contracts and Acquisition expertise to a Sponsor in the US Intelligence Community. Depending on the size and scope of the project, you may be expected to work as an autonomous subject matter expert and trusted advisor in a single support position or as a leader/expert member of an acquisition support team.
Be expected to work in close partnership with government Contracts personnel to develop and/or review documentation necessary for various types of acquisitions, including original text for Statements of Work (SOWs), Statements of Objectives (SOO), Market Research, Independent Cost Estimates (ICE), Acquisition Strategies and Plans, evaluation criteria, and/or related source selection documentation.
May be expected to educate and/or advise the Sponsor on their Contracting/Acquisition strategy, workflow/process, as well as participate in source selection activities.
Be expected to collaborate closely with engineering and other technical experts (Government and Contractor) to translate operational mission needs into contractually sound requirements.
This position requires an individual who is equally capable and comfortable working in various modes: as an individual contributor (working in close partnership with a government leader); as a team member (working with other MITRE Acquisition and/or Program Management staff); as a team/task leader (leading and coaching team members to ensure performance results on assigned tasks). Basic Qualifications: Active TS/SCI clearance with Full Scope Polygraph
Due to the lengthy clearance process, candidates without an existing TS/SCI clearance with FS polygraph cannot be considered for this opening. Typically requires a minimum of 8 years of related experience with a Bachelor's degree; or 6 years and a Master's degree; or a PhD with 3 years' experience; or equivalent combination of related education and work experience.
Experience applying repeatable acquisition processes and developing acquisition lifecycle artifacts (e.g., requirements documents (SOW, SOO), acquisition plans, requests for proposals, source selection plans, risk management plans), and other documents as necessary.
Demonstrated success in managing multiple complex contracts/acquisition assignments.
Thorough knowledge of FAR and FAR Supplement, as well as Sponsor-specific regulations, policies, and governance practices related to acquisition.
Experience translating operational mission needs into acquisition, technical, and programmatic requirements.
Experience providing pre- and post-award acquisition support, including market research, requirements analysis, and development of innovative acquisition/contracting processes.
Experience participating and assisting in source selection, recommending evaluation factors, proposal evaluation process, and analyzing offeror proposals.
Excellent critical and strategic thinking abilities, as well as written and verbal communication skills.
Ability to create win-win solutions with a positive "make it happen" attitude. Preferred Qualifications: Preferred candidate will have experience with mission IT-focused acquisitions.
Demonstrated experience and capability to advise the federal government on all aspects of the acquisition life cycle to implement and adopt innovative acquisition solutions.
Experience providing acquisition support to the Intelligence Community.
FAC-C, DAWIA Contracting Level II or III, or NCMA CFCM or CPCM certification.
DAWIA Program Management Level II or III or PMI PMP certification.
