Description Level III Finance Administrators perform a full range of comprehensive financial administrative support in the areas of general finance. Provide information and guidance to team members on CFO processes, policy interpretation, workflow, and work unit priorities. Performs the full range of financial activities and analysis to support management, staff, and customers in the office of assignment. Serves as the lead focal point for financial administrative issues. Prepares accounting in support of debt collection, vendor payments, Liaison, accounting operations, banking and finance, Budget or Finance offices, CTS, and Pay & Benefits. Reconciles general ledger accounts, bank accounts, and/or financial statements and takes corrective action as directed. Reviews, analyzes, and processes corrective vouchers on various General Ledger accounts and updates information to ensure accuracy. Assists in the establishment of commitments and obligations and periodically revalidates them within established guidelines and procedures. Originates financial data and posts into Finance Systems (Agency Finance and Acquisition Systems). Reviews to ensure data integrity is maintained. Adheres to Government requirements (National Associations of Records Administration -NARA) of financial record keeping. Processes travel and miscellaneous claims in a timely manner. Provides guidance to customers regarding entitlements, accounting requirements, and established finance policies. Analyzes moderately complex accountings and clears accounting suspensions providing customer service and technical assistance to Agency, and/or non-Agency customers. Monitors daily cable traffic and other electronic mail and responds to various queries from customers. Research finance regulations and data within financial systems to resolve standard financial problems and issues. Performs other duties as assigned. Requirements Responsible for providing all finance execution support to the directorate. Support includes financial policy/regulatory guidance, voucher processing, General Ledger analysis, obligating of travel orders, review of offboarding requests, and credit card statement processing. Providing financial customer support will include answering moderately complex to complex finance questions and providing financial support to sponsor field locations. Experience with client financial systems, Microsoft products, Excel, PowerPoint, and Outlook Understanding of client travel system, voucher system, financial systems, Monitor the General Ledger reports for delinquencies and abnormalities, will reach out to the customer or appropriate office to assist in clearing and correcting these issues when necessary. The Finance Administrator should possess good interpersonal skills and have excellent written and verbal communication skills. Qualifications: Ability to obtain extensive knowledge of Finance procedures and policies specific to the area of assignment. Ability to obtain extensive knowledge of automated financial systems (Agency Finance and Acquisition Systems). Extensive knowledge of quality assurance procedures to ensure the integrity of data recorded into the Agency Financial System. Considerable knowledge of Generally Accepted Accounting Principles. Strong oral and written communication skills to compose and deliver responses to employee questions in a clear and concise manner. TS/SCI with Polygraph Three years of experience performing financial processing and management. Strong communication skills. Experience with Microsoft Excel. Ability to collaborate. Education: Associate degree in finance, business administration or a closely related field. Equivalent relevant experience may be substituted for the education requirement on a year for year basis.
